An orphan has accused former motor rally ace Arthur Blick Mugerwa of grabbing her 30-acre kibanja at Kisinsi village, Mpata Sub County in Mukono District.
Annet Nakafu contends that the said kibanja was bequeathed to her by her deceased father, David Ntulume.
She is accusing Blick Mugerwa of taking her Kibanja before making illegal sub divisions and wrongly acquiring titles thereby attempting to deprive her of her rightful interest.
According to documents, Ntulume died and left his then 4-years daughter the land but Mugerwa, using his influence, fraudulently acquired the said kibanja.

Nakafu alleges that Blick Mugerwa has since under fraudulent means acquired a 99 years lease from Buganda Land Board using illegally procured purchase agreements.
Nakafu who has since got letters of administration also accuses her distant relatives of colluding with Mugerwa to deprive her interest in the Kibanja.
Documents show that Nakafu is the administrator of her late father’s estate and she has since obtained letters of administration which were renewed on May 25, 2026.
Mugerwa who doubles as chairman for Local Council One and Two in the area is also accused of entering into sale/ purchase agreements which he is using to back up his fraud.
In September 2022, Blick Mugerwa filed a witness statement in a case in which Nakafu accuses her relatives of grabbing her Kibanja.
Mugerwa states that he bought part of his kibanja from a one Abdul Ntulume who was caretaker of Nakafu’s Kibanja.
“By then, Abdul (Ntulume) was still alive and I did not mind because Abdul was the heir and the one looking after the estate of the late David Ntulume. I did not know that Nakafu Annet was also the owner of the said bibanja because she was still young and she was staying with Aisha Nabawanuka, her cousin’s sister,” reads part of Blick Mugerwa’s sworn statement in court at Mukono.
The land in question is found on block 390 and divided into several plots which Blick Mugerwa had parceled out allegedly to defeat the interest of Nakafu.
Documents obtained by this publication indicate that on April 10,2025, Buganda Land Board has since observed the dispute between Nakafu and Blick Mugerwa and stopped all the transactions on the disputed land until the disagreement is resolved.
“We write to inform you that we have halted all transactions until we get a notice in writing from your office that the matters have been resolved,” reads a letter signed by Mr Simon Kabogoza, the Chief Executive Officer of Buganda Land Board.
The halting of all transactions followed a request by Senior Presidential Advisor Phiona Barungi who stated that her office was investigating the case against Mr Blick Mugerwa.
According to the report by BLB, in August 2001, Blick Mugerwa applied to regularize his stay on the disputed land on recommendation of Mukono District farmers’ association and that the land was already surveyed with plots 10 and 11 on Block 390 measuring 121.3 acres.
The report signed by Mr Kabogoza shows that Blick Mugerwa claimed to have bought the Kibanja from various individuals and that it was free of incumbrances.
However, the said sale agreements do not show the size of the plots he was purchasing while in some cases there were no witnesses.
When contacted, Blick Mugerwa denied any wrong doing saying that he exchanged his property with Abdul Ntulume whom he gave a house and Kibanja.
Blick Mugerwa explained that he acquired the said Kibanja 30 years ago in 1996 when Nakafu was just 4 years old and that he did not ask who the actual owner of the property was since Ntulume was a defence secretary in the village.
