Ono Bwino can exclusively report that as President Museveni prepares to announce his new cabinet, a few weeks back intelligence forwarded the names of Joseph Muvawala and Nathan Nandala Mafabi to the appointing authority after being examined for a ministerial job.
Multiple credible sources told Ono Bwino that the current National Planning Authority Executive Director and the Secretary General of the Forum for Democratic Change (FDC) respectively are set to be deployed in the Ministry of Finance Planning and Economic Development.
Ono Bwino has learnt that Muvawala and Mafabi’s appointments are part of the concluding processes of the president and his young brother Gen Salim Saleh cleaning the Ministry of Finance by dismantling the strong system built by technocrats in the ministry to outsmart other government agencies and steal from the treasury.
The system being flushed out is the one in which people like Godfrey Kazinda the incarcerated former Principal Accountant used to steal billions of shillings with others at large from the treasury.
Sources said that Gen Saleh and Museveni first deployed Ramathan Ggoobi as the Secretary to the Treasury and also the Permanent Secretary to spear head the dismantling of the system used to steal government money and it is because of his initiative that Museveni leant that Members of Parliament were conniving with Ministry of Finance officials to hide their cut in the national budget.
According to intelligence sources, Muvawala and Mafabi were recommended by Gen Saleh to be the political heads at the Ministry of Finance since he is the immediate supervisor of the said ministry.
The senior Minister for Finance, Matia Kasaija narrowly survive being dropped from the said ministry during the last term because the president made last changes in his cabinet after learning that it was leaked to the media before him releasing it.
Other junior ministers have been named in different corruption scandals including participating in negotiating fraudulent syndicate loans, making fraudulent deals with foreign investors which makes their survival very difficult.
Mafabi the former presidential candidate and Muvawala the Busoga Kingdom premier according to sources were shortlisted for the position of the Bank of Uganda Governor but lost to Michael Atingi-Ego.
Incarcerated opposition strongman Dr Kizza Besigye has been accusing Mafabi of having special political dealings with President Museveni. Mafabi was further accused of negotiating the billions of funds which divided FDC resulting into the formation of the People’s Front for Freedom (PFF).
