Kampala Capital City Authority (KCCA) councilors are on the neck of Hajjat Sharifah Buzeki the Executive Director for delaying the release of their monthly salaries.

Many are living under the fear of being imprisoned and their properties which they used as security to secure loans attached by financial institutions and money lenders.

Sources at City Hall revealed to this website that the reason why councilors no longer sit in the big tree shades opposite the main entrance inside city hall where they discuss current affairs issues especially politics is because they fear being arrested.

“You know when Hajjat Buzeki entered office, she examined the authority’s payroll and established that there were ghost workers who were paid alot of money but in actual sense this money when released is shared among top KCCA bosses and their friends in the Ministry of Finance. So, she engaged top technical bosses in the Ministry of Finance to first halt the release of the monthly salaries that is why nowadays we can take almost two months without being paid,” a source at KCCA said.

Hajjat Buzeki replaced Dorothy Kisaka who is currently battling with criminal charges together with her deputy David Luyimbazi and Daniel Okello the former Director for health.

The trio were arrested after the collapse of Kiteezi landfill where a number of people died, and those who survived were left nursing serious injuries.

A KCCA insider explained that these salary delays are mostly affecting councilors who after swearing in, secured salary loans from financial institutions and money lenders using their properties as security to secure loans thinking that they were going to use their monthly salaries to service the loan.

Every month, councilors at KCCA receive a salary of between Shs3-5m.

It should be noted that a number of KCCA councilors secured KCCA salary loans and used the money to process their travel documents to Arabian and European countries for greener pastures and have not been representing their voters for almost the entire term of five years.

“Some have started coming back with more money which they are going to use in the coming elections than us who decided to remain here and work for our people,” one of the councilors said.
