According to the Director of Public Prosecution’s summary of evidence documents which committed opposition strongman Dr Kizza Besigye, his Personal Assistant Al-Hajji Obed Lutale Kamulegeya and UPDF soldier Captain Denis Oola to the Criminal Division of the High Court to face trial on charges related to treason, Samuel Makokha is among the characters the prosecution alleges was in the middle of committing the alleged crimes with the above accused persons.
Makokha was also arrested at the end of 2025 at Entebbe international airport while traveling to Ethiopia and was detained in several security facilities before being paraded at Nakawa Chief Magistrate Court and charged with misprision of treason and remanded to Luzira prison.
According to his charge sheet, State alleges that the accused person who is also a serious businessman from Eastern Uganda failed to report information about an alleged plot masterminded by Dr Besigye to overthrow President Museveni’s government.
The charge sheet states that Makokha and others still at large between the year 2023 and 2024 at various places in Kampala, Busia in Uganda and Kisumu in Kenya knowing that Dr Besigye intended to commit Treason, did not give information to the concerned government authorities, and according to the laws, when convicted, he is likely to be sentenced to seven years in prison
According to the indictment which the DPP based on to commit Dr Besigye and his co-accused to the High Court, on 14th June, 2024, while in Geneva Switzerland, Dr Besigye introduced Makhoha as his contact person to Andrew Wilson, a man who the State claims was approached by Dr Besigye and other opposition members to help supply them with weapons they planned to use to overthrow Museveni’s government
The indictment further reads that it was in the said meeting where Besigye pleaded with Wilson to help in training his people in intelligence gathering, surveillance operations, espionage technique and use of drones which they planned to use in overthrowing Museveni government.
Court documents indicate that Wilson had agreed to supply Besigye with counterfeit Ugandan currency which was going to be smuggled into the economy through Bank of Uganda officials who are Besigye’s contacts with a goal of disrupting the country’s economy with fake money
Even though Wilson was already spying for Museveni’s government, he promised to supply weapons like drones and grenades which they code named “pineapples”.
It is further alleged that Besigye provided Wilson with air strip coordinates 2’17 35″ N 32’1 34” E 6GJHt2yH +2p 72yF+2p length of strip: 1900M (6,233f1) attitude: 5,266fi (1,605m) MSC (AERODROME De MANAGI) in Democratic Republic of Congo for air dropping of the weapons.
In the said meeting which Makhoha himself attended, State alleges that Besigye assured the meeting that he intended to use the port of the Zambian territory for training and logistics.
Shockingly, prosecution stated that Wilson gave Besigye US Dollars 5,000 to facilitate Makokha and other opposition members to travel from Uganda to Kisumu in Kenya for training.
State claims that Besigye appointed Makhoha as his liaison officer and on the planned training in Kisumu, they are ready to table both audio and video recordings as evidence during the trial.
On July 2024, Wilson travelled from Athens- Greece to Kisumu to train a select group of opposition members who had travelled from Uganda and were congregated at Ukweli Pastoral Centre under the leadership of Makhoho.
State alleges that they decided to choose a church as a training ground in order to avoid law enforcement detection and to conceal the true nature of their mission.
State further states that the 36 individuals travelled and crossed the border separately and did not travel as a group after being advised by Wilson who was coming with counterfeit money which they wanted to smuggle into Uganda.
However, before the training could kick-off, Kenyan authorities together with their Ugandan counterparts arrested Simon Rutorondwa who was part of the team leaders and Makhoho and they were deported back to Uganda.
Dr Besigye, according to the indictment had also travelled to Kenya for the purpose of attending the training but he disappeared upon receiving the news of the arrest of his accomplices who were handed over to Uganda authorities with several exhibits.
Makhoha was part of the 36 opposition supporters charged with treason and terrorism charges at Nakawa Chief Magistrates Court. They were committed to the Crimes War Division of the High Court before the DPP dropped the charges against them because of the lack of evidence .
