The Office of the District Internal Security Organization (DISO) of Kaperebyong has received a whistle blower’s complaint accusing the State minister in charge of fisheries in the Ministry of Agriculture, Animal and Fisheries industries Halen Adoa and other ministry staff of participating in fraudulent deals including grabbing the properties of the government of Uganda.

The Office of the District Internal Security Organization (DISO) of Kaperebyong has received a whistle blower’s complaint accusing the State minister in charge of fisheries in the Ministry of Agriculture, Animal and Fisheries industries Hellen Adoa and other ministry staff of participating in fraudulent deals including grabbing the properties of the government of Uganda.

According to the petition dated 27th May 2025, Adoa who is also the Serere district woman Member of Parliament connived with her staff in the ministry who included Festo and Abel Omoding to grab the tractor which president Museveni donated to Odukul Commercial Farmers Group in Kapelebyong district

According to the petition, Odukul Commercial Farmers Group has been receiving technical and financial support from the Ministry of Agriculture through Namalere agricultural institute and a number of community members in area have benefited from their services as President Museveni directed when commissioning the said farm.

When the local leadership in the area led by the Resident District Commissioner (RDC) protested the move by the minister to grab the tractor from the farmers, she directed her henchmen Omoding and Festo who work with the Ministry of Agriculture mechanic department to park the tractor at the district police headquarters.

The tractor spent 10 months parked at the police headquarters. However, after negotiations, the minister entered a deal with the farmers on how they can all can benefit from its usage.

They agreed that the tractor should work at her 90 acres farm with each acre being ploughed at a cost of Shs80,000.

However, she later went against her word and refused to pay the amount of money they worked for.

The whistle blower further claims that the minister has also used her powers to grab peoples land in Okungur sub county in Kalebyong district.

The Kapelebyong DISO office confirmed receipt of the petition.

This reporter made several phone calls to the minister to have a comment concerning these allegations placed on her but our calls on her known phone numbers went unanswered.
