Entebbe Chief Magistrate Amabilis, Police Boss On Spot for Shielding Businessman Who Is Battling Attempted Murder Charges…

Controversial Entebbe Chief Magistrate Stella Marris Amabilis and the Entebbe Police Division commander Moses Kalakyire have defended themselves against allegations of shielding a businessman who is faces attempted murder charges.

Controversial Entebbe Chief Magistrate Stella Marris Amabilis and the Entebbe Police Division commander Moses Kalakyire have defended themselves against allegations of shielding a businessman who is faces attempted murder charges.

In her defence, in a letter dated 31st January 2025, Amabilis denied the allegation placed on her by a one Francis Kateregga who accused her and Entebbe Chief Magistrate officials of shielding a businessman who attempted to sacrifice him.

“I don’t think that I committed any crime by handling the matters in the chambers. Maybe the complainant can explain what he means by saying he does not want his case to be handled from the chambers. When I’m in the chambers, the Chief State Attorney is also present with police files,” Amabilis stated in her defence to the Chief Registrar.

She further explained that she intervene into the matter after the file was amended to attempted murder and the file was removed from grade one magistrate Stella Peculal Okwong who first handled it and the accused person Mike Busuulwa who was granted bail by the said magistrate was re-arrested and charged with fresh charges but released again on court bail which the complainant protested on grounds that the accused person is a very dangerous person and is likely to jump bail and kill him.

She explained that Busuulwa brought two sureties, Moses Mukasa and Ben Kasule to bail him but since his release in January 2025, he has refused to report back to court and he keeps on changing his phone numbers even though the two sureties are helping her clerks to trance him so that he is arrested.

She explained that the problem she is having with the complainant is that he is pressurizing her to issue an arrest warrant against Aisha Nalubwama and Hadijja Namatovu. One is a relative and the other a friend to the accused person. She divulged that the two are not sureties to the accused so she cannot do it.

She asked the office of the Chief Registrar that if they have such powers, they can help in arresting them to make the complainant happy.

She noted that she has executed her mandate properly by issuing an arrest warrant and serving the police.

She wondered why police is not executing the directives because the complainant now thinks that she is the one responsible for issuing warrants, arresting the errant accused person and presiding over his criminal charges

However, Kateregga insists before Amabilis released the accused person on bail, he warned her that the person she was releasing was very dangerous but she just rubbished him and told him that the long arm of the law can arrest any criminal from any place.

He is now wondering what happened to that long arm.

“Early this December 2025, she commanded her security to beat me because I was sat near her chambers. I personally heard her telling security to beat me, that she doesn’t want to look at me because of the complaint I made against her to her bosses,” Kateregga claimed.

He added that he was saved by Janat Kitimbo the Entebbe Chief State Attorney who directed her junior Annet Nabulobi to amend the file so that the accused person is charged with attempted murder.

He narrated that he put up a spirited fight to make sure that his file is transferred from Peculal and Nabulobi’s hands claiming that the accused person was on ground boasting of how the duo are his friends.

He added that he served Kalakyire with the arrest warrant and even showed him where he can locate the accused person and the sureties but instead he told him off that he will not be pressurized to execute the orders when he still has other issues to handle.

When contacted, Kalakyire told Ono Bwino that he knows Kateregga’s issues and he is trying to execute the orders because he knows where the accused persons are but the warrant directed him to present the accused person on 26th January 2026 and he will arrest them then.

“This week he was here following up his issues but I advised him to first go and get medication from the medical facility because he was bleeding. He told me that he was beaten from Court premises,” Kalakyire said.

According to Kateregga’s statement which is on the police file, he was hired by Busuulwa to provide security at his car parking yard situated at Kitala-Galuga-Katabi Town Council in 2022. Busuulwa was supposed to pay him three hundred thousand monthly.

But on 20th January, 2023, Busuulwa come to the packing yard in the middle of night with two body-built men with machetes and they pounced on him and badly hit him on the head. He was also badly beaten and when they thought that he was dead, they runoff.

When they had gone, he screamed for help and some good Samaritans took him to Kisubi hospital where he was told that his skull was damaged. Since then, he has been receiving medical care as he fights for his justice.

“Entebbe Chief Magistrate and police think that I’m mentally sick. I even heard them talking on phone that they are wasting their time on a mad man but I’m not mad, I’m mentally okay but their actions will make me ran mad,” Kateregga said.
