City dentist Dr Ntwatwa Lule is again on the spot for alleged fraudulent transactions in regard to collecting rent from tenants on Katanga land where he has no ownership.

In a case filed by businessman Kenneth Lumumba, Ntwatwa is accused of coercing a tenant into signing two contradicting tenancy agreements disguising as the owner of the land whereas not.

Lumumba claims that his application for review is based on the new evidence showing that Dr Ntwatwa fraudulently misled him to sign a tenancy agreement with him on the kibanja which is not his.

He stated that even though he was known in the area where he operates his motor garage, the said kibanja is owned by pastor Daniel Walugembe.

However, Ntwatwa based on a State House report signed by a one Sandra Ndyobugenyi to threaten him with eviction from his land comprised on Block 38 Plot 394 if he does not recognise him as his landlord.

Because of the pressure and threats, Lumumba decided to enter into a tenancy agreement with Ntwatwa in 2023 but later pastor Walugembe came with a copy of a court ruling showing that the said report which Ntwatwa was using to claim ownership of the land was quashed by the High Court.

“It was at that stage when I opened my eyes and started investigating into the alleged ownership of the kibanja by Dr Ntwatwa, I discovered that Dr Ntwatwa does not own any part of the kibanja on which I am occupying,” Lumumba stated.

He explained that his investigations established that the said land was registered on the land title in the names of Makerere University but Jonathan Masembe, Bulasio Buyise, G Kagimu, Samali Namboga were the lawful and bonafide occupants of the said kibanja as per the 2015 Court judgement by then Justice Owiny Dollo.

He noted that the said kibanja bonafide occupants are the ones who sold their kibanja interest to pastor Walugembe and Justice Owiny Dollo who was a High Court judge in 2015 confirmed their interests on the land as kibanja owners.

After the judgement, the individuals who sold their kibanja interest to pastor Walugembe returned and started trespassing on his kibanja which resulted into another court battle but they later resolved their misunderstanding through consent judgements agreeing never to step on the kibanja which they sold again.

Lumumba told court that pastor Walugembe also sued him over the said kibanja but after admitting that he is his rightful landlord, they entered a consent judgement and the matter was withdrawn from court

“As I was planning to sue Dr Ntwatwa to recover the money which he fraudulently and illegally received, I learnt on 13th February, 2026 while at the Chief Magistrates Court of Kawempe that Dr Ntwatwa had filed multiple small claims cases at Chief Magistrates Courts of Buganda Road at LDC against me,” Lumumba stated.

He added that on 26th June 2025, a default judgement was entered against him which he is challenging and seeking for review.

The development comes after Dr Ntwatwa was ordered by Buganda Road magistrate Winnie Jatiko Nankya to return to Court on 9th March, 2026 to continue defending himself after being placed on defence on criminal charges of forgery and uttering false documents regarding ownership of kibanja in Katanga near Wandegeya.
