This mighty investigative website can exclusively report that President Museveni, the appointing authority has directed his handlers and members of the Deep State to recommend names of lawyers to choose from to replace Justice Jane Frances Abodo as Director of Public Prosecution (DPP).
Highly placed sources in State House assured Ono Bwino that Museveni is going to appoint a new DPP immediately after the 2026 general elections and Justice Abodo is likely to be either appointed a justice of the Supreme Court or Deputy Chief Justice if Justice Dr Flavian Zeija is appointed as the Chief Justice to replace Justice Owiny Dollo who is retiring in January 2026.
However, if Museveni appoints one of them, it will mean that of Justice Mike Chebita, Justice Catherine Bamugemereire and Justice Monica Mugenyi, none of them will be sent to the office of the Chief Justice as many expected, Justice Abodo will be promoted to the Supreme Court as Museveni did to Justice Chibita in 2020
“Nowadays the President doesn’t want to keep the DPP, IGG, CID Director in the same office for many years, five years is enough for them. I think Justice Richard Butera was the last person to spend more years as head of the DPP’s Office because he was appointed in 1995 and was removed in 2013 being replaced with Justice Chibita,” a high profile State House boss said.
This website has further established that a number of private lawyers, judges, government lawyers have already started lobbying for the job and among them include Justice Simon Peter Kinobe, a judge at the Civil Division of the High Court and former president of Uganda Law Society
Sources at the Kololo based Twed Towers which house the Civil Division of the High Court narrated to this reporter that Justice Kinobe assured them that he is not going to spend much time in the judiciary because very soon he is going to head the DPP’s Office.
A source said that Justice Kinobe is as serious as Justice Dr Douglas Siginza was before he was appointed the chairperson of the Judicial Service Commission noting that he also used to tell his colleagues not to drag him in scandalous troubles because he was put in judiciary to wait for a juice appointment from the big man who fought with his father in the armed struggle to liberate the country from bad leadership of former leaders.
Kinobe is a close friend to Attorney General Kiryowa Kiwanuka who is alleged to have a powerful say when comes to appointing someone a judge.
A story is even told of how he helped Kinobe to secure a slot at Law Development Centre after losing his bid to be elected as a Member of Parliament on NRM ticket.
When he decided to go into private practice, things were also not going well there.
However, this website has established that there is a senior lawyer working with president Museveni in State House who has been helping him on how to understand the criminal charges the DPP and IGG are slapped on suspected criminals especially those involved in political and corruption related offences.
Sources said that Museveni wanted to appoint him as a replacement to Justice Chibita but because he was still in need of him in State House to help him in handling Robert Kyagulanyi Ssentamu (Bobi Wine) and his boys who where threatening his seat, he decided to appoint Abodo who is a daughter to his longtime friend from Karamoja who died.
By then, Justice Abodo was a High Court judge at the Anti-Corruption Division of the High Court and is remembered for being a sharp prosecutor who secured convictions on a number of corrupt suspects.
She was compared to the late Joan Kagezi who was also dangerous on prosecuting murderers, terrorists and other Major criminals.
However, this website understands that Abodo’s replacement might be picked from inside the office of the DPP and Museveni is very happy with the performance of Lino Anguzo the Assistant Director of Public Prosecution and also heads the international crimes département. Anguzo is among the few prosecutors mentored by late Kagezi.
Sources said that Museveni knows Anguzo personally and whenever he meets him, he always singles him out which may raise his chances of replacing his current boss.
He is a man who takes no prisoners when it comes to prosecution and he is never cited in any corruption scandals like other prosecutors.
However, prosecutors especially those working upcountry are very scared with Abodo’s removal from the DPP office because she has been mentoring and taking care of them as her personal children by attending their private functions and ceremonies, checking on them and fighting for their pay rise, accommodation and other amenities.
