Joseph Sabiiti the private press secretary to the Speaker of Parliament Annet Anita Among has blasted Justice and Constitutional Affairs minister and also the Democratic Party (DP) president General Norbert Mao for thinking that he is a member of president Museveni’s Deep State.

Sabiiti’s bitter statements follow Mao’s utterances that there are ongoing negotiations between President Museveni and other opposition politicians including himself, Nathan Nandala Mafabi of the Forum for Democratic Change(FDC), Mathias Mpuuga Nsamba of the Democratic Front(DF), Sadam Gayira of the People’s Progressive Party (PPP), Gen Muhoozi Kainerugaba’s Patriotic League of Uganda(PLU)  and Jimmy Akena of the Uganda People’s Congress(UPC) to have a peaceful transfer of power from President Museveni to his successor.

Mao boasted of how they cannot allow radical political groups led by National Unity Platform’s Robert Kyagulanyi Ssentamu (Bobi Wine), People’s Front for Freedom’s Dr Kizza Besigye and Maj Gen Mugisha Muntu’s Alliance for National Transition (ANT) to take over power claiming that they are poisonous and lack the ability to run the country.

He bragged that their team of ‘sobber’ opposition political parties already have the person who will replace Museveni unlike Bobi Wine’s group who have nothing apart from political slogans of let Museveni go.

However, Sabiiti advised Ugandans to never waste their time by trusting Mao insisting that he is nothing in NRM government and he is not among the persons that take key decisions that shape the running of the country.

Sabiiti, a celebrated political journalist explained that if the political statements were made by people like Al-Hajji Moses Kigongo, Maj Gen Kahinda Otafire, Gen Salim Saleh, Gen Muhoozi Kainerugaba, Kiryowa Kiwanuka, he would have taken them serious. But not the likes of Mao who is just looking for a political survival

Sabiiti was supported by fellow veteran journalist Dismas Nkunda who branded Mao a schemer who uses all the available avenues even if he himself does not believe in them to score political victory.

Nkunda based his submission on their old days when Mao was his head prefect at Namilyango boys and at Makerere university as a guild president.

Nkunda said that at Namilyango, Mao was a silent boy but very arrogant and a bully. He cited a day when he threatened to force him to walk from Mukono where Namilyango is up to his home district in Kisoro because of wearing a uniform without a badge.

Nkunda said that at Makerere, when Mao realised that his chances of winning the late Noble Mayombo as a guild president were slim, he negotiated a political alliance with another candidate from West Nile to fight Mayombo even though they had deferent political ideologies.

However, this website has established that Sabiiti and other handlers of Speaker Among arey scared of Mao’s political coalition with Museveni because it can cost them the Speakership seat on grounds that Among is currently sanctioned by several countries and cannot travel abroad to lobby for the country.

Sources told this investigative website that Mao has been lobbying Gen Saleh to support his bid of becoming the Speaker of Parliament or Prime Minister even though other sources said that Museveni will make sure that Among completes her last term as a Speaker of Parliament even with the sanctions of corruption related allegations on her head.

Sources added that Museveni cannot trust Mao with the authority of commanding parliament as a speaker noting that he understands him very well as a schemer who can be used to disorganise his government.

This website understands that Among is very scared of Mao since he is going to be the only man standing from Acholi in Museveni’s government once Chief Justice Owiny Dollo retires in come January 2026.

Sources further confirmed to this website that Among recently summoned Mao to her chambers in parliament and grilled him on allegation of planning to contest against her. It is alleged that she even shed tears while pleading with him not to betray her since he looks at him as a brother.

This website has established that Muhoozi’s PLU is also lobbying for Défense minister Jacob Oboth Oboth to take over the Speakership role if Museveni and members of the Deep State agree on removing Among.

State House sources said that when former speaker Jacob Oulanyah died before completing his term, Museveni preferred Oboth Oboth but Among used her political mobilization tactics and financial muscle to compromise the system and take the day.
