Controversial Mukono District Resident District Commissioner (RDC) Hajat Fatuma Ndisaba Nabittaka has stopped maverick lands junior minister Dr Sam Mayanja from carrying out a locus visit on the contested land between the family of Ham Mukasa the former Personal Assistant to powerful Buganda Kingdom Premier Sir Apollo Kaggwa and Uganda Christian University (UCU).

Controversial Mukono District Resident District Commissioner (RDC) Hajat Fatuma Ndisaba Nabittaka has stopped maverick lands junior minister Dr Sam Mayanja from carrying out a locus visit on the contested land between the family of Ham Mukasa the former Personal Assistant to powerful Buganda Kingdom Premier Sir Apollo Kaggwa and Uganda Christian University (UCU).

Minister Mayanja said that it has been his practice that before carrying out any locus visit in the district, he has to first engage the RDC since they are the chairpersons of the area security committees so that they mobilize enough security even though President Museveni assigned him commandos of the Special Forces Command (SFC) to protect him.

So in the case of Mukono, he still followed the same practice.

He put his prayer in for security to the RDC in writing, however, at the last hour, he received a phone call from her advising him not to visit the contested land in Ntawo Mukono district citing security issues which she cannot manage.

“I listen to her; she told me that many of the plots on that contested land are owned by police officers and government officials who don’t want anyone to disturb their stay on the land. I told her that for me I wanted to help them to understand the status of their ownership because they will not be in government offices to use it and protect their interest on the land all the time,” Mayanja said.

He said that he decided to intervene in the said dispute after receiving several petitions from government officials and locals who are claiming that Mukono Diocese through UCU university the proprietor of UCU Holdings and Ham Mukasa family are threatening them with eviction.

The minister said that he was not shocked by the RDC’s actions because one of the leaders in Mukono Diocese has been issuing threatening messages that if he insists on carrying out the locus visit, he will know why Mukono is in Kyaggwe where there are many night dancers and why they previously kidnaped people and ate them.

He added that he even received classified information from one of the top offices in the country informing him of a clandestine deal in his ministry where officials in the Office of the Registry of Land Registration who were bribed with Shs200m to frustrate his efforts of tracing the file concerning the said land.

“I immediately made a phone communication to the head of the registry about the intelligence information I had received but I didn’t put it in writing. I was shocked with the way the registrar was responding to may claim,” Mayanja said.

He added that before taking a decision to carry out a locus visit, he first engaged Church of Uganda leadership asking them to settle the matter amicably.

He further advised them that going to court was going to humiliate the church so much and they will be condemned with heavy court costs because of the value of the land under contestation.

He divulged that he told them that all the documentations in the Ministry of Land support Ham Mukasa family, even though the RDC and ministry officials are frustrating his efforts to save the tenants on the said land.

He said that Church of Uganda responded to his letters and he was very convinced with their legal explanation.

As President Museveni who dissolved his 2021-2026 cabinet prepares to be swear-in on 12th May, 2026 and appoint a new cabinet, Mayanja pleaded with the next minister in charge of presidency to be very careful when guiding the President on individuals he appoints in offices of the RDC insisting that some of them are currently incompetent and very corrupt.

The development comes at a time when National Resistance Movement (NRM) leaders in Mukono are also fighting to have RDC Nabittaka transfered from their district after accusing her of working with opposition politicians.

Nabittaka denied all the allegations placed on her insisting that whatever decision she makes, she first consults with stakeholders and follows the laws and regulations governing her office
