Ono Bwino can exclusively report that Kampala Lord Mayor Ssalongo Erias Lukwago has appointed controversial city lawyer Joseph Anguria as the city district land board boss replacing David Balondemu.
The appointment letter seen by this website has already been received by the Office of the Deputy Lord Mayor, the Office of the city Executive Director and the Office of the Speaker of the Council and it is expected that early next year, the council will convene to discuss the appointments made.
Anguria is not new at the city land board because he has been the deputy to Balondemu who told this website that he wrote to Lukwago asking him not to renew his appointment for another five-years because he is no longer interest in the job.
“No problem if they have appointed my deputy because for me I lost interest in that office and left it. Now I’m doing my personal things,” Balondemu told this website.
In 2020, Lukwago appointed Balondemu, Anguria and other members including Nasser Bassajjabalaba, Hajji Hussein Kato, Christine Kyeyune Kawooya, Teopista Ntale Ssekitto and Moses Kamoga.
However, since 2023, Balondemu and other board members have been battling criminal cases over allegations of participating in fraudulent deals and receiving bribes. In 2025, Balondemu was convicted by the Leadership Code Tribunal on charges of abuse of office
Balondemu told this website that he didn’t challenge the decision of the tribunal because he was tired of the public office. On several occasions, he has accused mafias and land grabbers of influencing his troubles which resulted into his imprisonment.
Ono Bwino online understands that National Unity Platform (NUP) councillors are set to use this opportunity of approving Anguria to revenge on Lukwago whom they accuse of spreading malicious propaganda against them during the Nakivubo drainage channel saga.
One of the councillors said that NUP councillors are fighting to make sure that Lukwago is defeated and their candidate Ronald Nsubuga Balimwezo wins the office so that he appoints their favourite district land board.
These councillors further claim that Anguria is not fit to hold that office because he has been with the team that mismanaged land in the city.
However, others said that Balondemu inherited land problems and frauds left behind by Yusuf Nsibambi the Mawokota South legislator who confirmed to Justice Catherine Bamugemereire’s land probe that sometimes he didn’t follow the laws and procedures when giving away public land in the city.
