Why Fired KCCA Bosses Kisaka, Luyimbazi Snubbed Hajat Buzeki’s End Of Year Party At City Hall…

Ono Bwino can exclusively report that Dr Dorothy Kisaka and Eng. David Luyimbazi were among the special guests who snubbed Hajat Sharif Buzeki’s Kampala Capital City Authority (KCCA) 2025 end of year party.

Highly placed sources at City Hall disclosed that Kisaka the former KCCA Executive Director and her deputy Luyimbazi were invited in the category of former leaders of the authority and they both received the invitation cards

“That day was very special to Hajat Buzeki because she was marking nearly a full year presiding over the leadership of the authority. She has achieved a lot including paying workers monthly salaries and wages in time and compensating the victims of Kitezi landfill disaster,” a senior official at KCCA said.

However, she was shocked when both Kisaka and Luyimbazi snubbed the party on which other guests likeg Kampala Lord Mayor Ssalongo Erias Lukwago and Kampala senior minister Hajjat Minsa Kabanda enjoyed.

Other staff at City Hall told Ono Bwino that they were going to be surprised if Kisaka attended the party revealing that she hates City Hall building with all her feelings because it is the place where she was betrayed by her close friends and superiors which resulted into her brief imprisonment.

Kisaka anad Luyimbazi are still battling with criminal charges.

In 2024, Museveni fired Kisaka and Luyimbazi and recommended that they be prosecuted on charges of neglect and causing death and loss of properties after the Kitezi landfill disaster.

They are waiting for their trial to begin after being committed to the Criminal Division of the High Court.

Buzeki is being credited for creating harmonious working environment where staff and bosses are working in harmony instead of fighting over superiority like it was during Kisaka’s tenure.

“I’m told that her (Buzeki) first assignment when she took over the ED’s office was approaching Lukwago and assuring him that he has not come to City Hall to fight but to add onto the development of the country. Lukwago understood her working style and they are doing well,” a City Hall insider told Ono Bwino.

Buzeki, who is starting her second year at the helm of KCCA revealed that she is very sure that she does not want to leave office as Kisaka and Jeniffer Musisi left explaining that presiding over Kampala city is not an easy job
