This mighty investigative website can exclusively report that detectives from Special Forces Command (SFC) together with the help of their counterparts from police’s Criminal Investigation Department (CID) have widened their investigations into the alleged criminal offences committed by ASP Charles Twine and a number of suspects are set to be arrested to help in the ongoing investigations.
Twine together with Noah Mitala alias Noah Mutwe were charged today before Buganda Road Chief magistrate’s Court with offences of trying to kill President Museveni with a paver, his son also the Chief of Défense Forces (CDF) Gen Muhoozi Kainerugaba and using bad language that demeaned his immediate bosses Annet Anita Among the speaker of parliament and her deputy Thomas Tayebwa.
Twine was charged with 8 counts which also included spreading false information that speaker Among is a killer and that Bahima are killers.
Early this week, after spending days in military custody, Twine was taken to his home in Bukemba Cell Gayaza in Wakiso district for a search which was carried out by detectives from police and army.
Family members disclosed that nothing was recovered which connects him to the alleged crimes and nothing was taken from his home even though sources within security claim that they recovered pieces of evidences which is very fundamental in their ongoing investigations.
Highly placed credible security sources revealed that State House detectives have been following Twine since 2019 when he was still the spokesperson of the CID and he got to know that is being spied on in 2024 which made him panic and wonder why.
“Because of too much panic, he started consulting his friends on plans of resigning from the police to join politics or go abroad for greener pastures. He made those consultations without knowing that among the people he consulted, some were spies and he was the target,” a source said.
Sources added that Twine’s troubles started when he was assigned by his former boss AIGP Grace Akullo the then CID Director a criminal file involving Federation of Uganda Football Association (FUFA) president Moses Magogo who is also the Budiope East legislator.
The criminal file was opened after a team of lawyers led by Allan Mulindwa worked on the instructions of the senior sports journalist and also Makindye East legislator Allan Ssewanyana who was also accused of working on orders of a strong sports tycoon and powerful officials in president Museveni’s government.
The lawyers wanted Magogo and other FUFA bosses including the Chief Executive Officer Edgar Watson to be prosecuted for mismanaging tickets that Federation of the International Football Association (FIFA) donated to Ugandans to go and watch the 2014 World Cup.
They alleged that Magogo and his people fraudulently sold the tickets and pocketed the money which was an act of corruption and they wanted them to face the long arm of the law.
Mulindwa confirmed to this reporter during the course of investigating this story that they provided all the evidence pining Magogo including the conviction papers from FIFA and certified documents proving that Magogo was suspended from FIFA activities for a period because of selling world cup tickets and other offences.
However, after establishing that Twine was frustrating their file, they petitioned the First Lady who also doubles as the minister in charge of education and sports Janet Kataha Museveni.
Satisfied by their evidence, she wondered why Magogo was not investigated and she promised to intervene and make sure that justice prevails.
State House sources said that Kataha was advised to seek the legal advice of the Solicitor General because Magogo’s team alleged that their man was already punished by FIFA and prosecuting him again will be double prosecution on the same offence.
They also added that police also lacked jurisdiction to handle his matter.
John Bosco Suuza a senior official in the Solicitor General’s chambers, according to sources, authored a legal opinion advising the minister not to take any action against Magogo even though the complainants cited the hand of a powerful legislator.
Before being elected the deputy speaker and speaker of parliament, Annet Anita Among the wife to Magogo was also accussed of compromising the system including involving the president to intervene and save the husband on ground that the complaints where running behind Fifa scandal the spoil the good name of her Ssalongo.
“Since then, Twine’s life and character changed at his work station and his close friends realised that there is a powerful person in government behind him. One time he told them that he was tipped to replace then police spokesperson Fred Enanga which surprised many because of his rank but you know in Uganda, anything is possible,” a senior police detective said.
When president Museveni appointed Maj. Dr. Tom Magambo a seasoned senior spy with the Internal Security Organisation (ISO) to replace Akullo, the situation at CID’s headquarters Kibuli changed and the commanding system was restructured removing Twine’s office of the CID spokesperson which rendered him idle and small.
He was immediately transferred to parliament and sources claim that speaker Among had a hand in his transfer to head investigations at parliament.
“Outsiders thought that it was a demotion but my friend said that man was put in things, from then his life changed and he started buying cows and land in his home village in western Uganda. His monthly salary could not be compared to that of his other friends with the same rank,” a source said.
He added that because Twine was not aware that he is being spied on, he started becoming arrogant and executing investigations even beyond his jurisdiction including sanctioning criminal files to prosecute people who annoyed the speaker around Kampala and other parts of the country.
Sources further claim that Twine started becoming a political broker who negotiates deals to protect and shield the person of the speaker and her family.
A story is told of a senior citizen who had issues with the speaker and Twine was involved in their misunderstanding. When he called this senior citizen, he blasted him and warned him never to call his phone again over the same issue.
Among the many people who tested Twine’s ruthlessness is National Unity Platform (NUP) foot soldier and also Lubaga South parliamentary aspirant Habib Buwembo and radio one journalist Jude Bukenya.
However, this website has also established that there are also allegations that Twine might have been arrested because of the ongoing fights for monies allocated to facilitate the preparations for AFCON and his arrest might be used as a weapon to arrest and prosecute top FUFA officials who wanted to control the whole preparations.
“Twine being a close person to the Magogo family, he knows a lot about his work and the speaker, so this is a warning message to both of them to be careful with whatever they are doing and planning,” a source said.
Speaker Among this week forced legislator Anthony Odur to apologise to her and retract the statement he made on the floor of parliament that she is among the people eyeing president Museveni’s top seat and she is competing with the Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba, NUP’s Robert Kyagulanyi Ssentamu (Bobi Wine) and others.
