In his 2024-25 audit report, the Auditor General Edward Akol exposed Kampala Capital City Authority (KCCA) leadership after discovering that 353 vacancies in city health facilities are not filled even though the population of people in the capital city is increasing.
He stated that KCCA health facilities had low staffing levels with only 405 which is (53%) out of the approved 758 positions leaving 353 positions vacant.
Akol further established that there was an increase in the revenue arrears at KCCA from Shs281.13bn in the year ended 30th June 2024 to Shs328.16bn in the year ending 30th June 2025 leading to an increase by Shs47.03bn.
“There was an increase in the domestic arrears from Shs231.71bn in the year ended 30th June, 2024 to Shs239.23Bn in the year ended 30th June, 2025 leading to an increase by UGX.7.52Bn. I observed low bidder participation to 32 procurements estimated at Shs8.47bn,” he stated.
He noted that there were delays in the evaluation of bids for the procurement of service vans and cleaning and maintenance services for public toilets at the new Busega market complex.
He further discovered that the strategic plan was underfunded by 72% resulting in failure to implement activities to deliver on the Strategic Plan objectives.
He stated that parliament appropriated Shs704.776bn all of which was released and Shs541.74bn spent, representing an absorption capacity of 77%.
“I observed that only 66 (33%) of the 200 junctions in the city have traffic lights. In addition, out of a total of 2,311 km of roads requiring street lighting, only 260 km (11%) had streetlights installed, leaving 2,051 km (89%) without street lights,” he stated.
He noted that out of a total of 7,405 installed streetlights, only 5,858 making (79%) were functional, leaving 1,547 streetlights (21%) non-functional.
He discovered that the annual reports for the Directorate of Public Health which is currently headed by Dr Sarah Nalukwago for the three financial years 2022/2023 to 2024/2025 indicated a consistent increase in the population of patients served by public health facilities.
He told parliament which is going to do further management on his report that he conducted an audit of the Treasury Memorandum on the report of Parliament on the Report of the Auditor General for the financial year 2021/22 and issued a separate report as a result of the said report at hand.
