Kampala Capital City Authority (KCCA) Hajat Sharif Buzeki has assured Makindye Division mayor Yasin Omar and other residents that she is going to deepen investigations into allegations that her city directors are participating in corruption, bribery and fueling prostitution.
She explained that such allegations is the reason she decided to secretly start meeting KCCA staff to understand their working conditions after she was told that their immediate supervisors and bosses solicit interest on their monthly payment and allowances.
She made this assurance after Omor accused KCCA directors singling out Dr Sarah Zalwango the director in charge of public health and environment and Vincent Byandaimira the director in charge of physical planning.
He disclosed that he has prepared enough evidence showing that Zalwango is behind the move to keep prostitutes on Kampala streets.
“These directors are sleeping on the job. I appeal to the President to suspend all KCCA directors, except Executive Director Sharifah Buzeki, who inherited a rotten system,” Omar said.
He explains to Buzeki that a number of city cleaners under Zalwango are paid through the Community SACCO and 7 Hills SACCO, and he claims they are deducting a mandatory monthly savings of Shs20,000 from workers earning Shs180,000 per month.
“Many cleaners come to my office complaining that these SACCOs sometimes pay them as little as Shs6,000 a month against their wish,” Omar said.
He further claimed that members associated with 7 Hills SACCO extort money from small-scale traders and sex workers operating in Kabalagala, Kataba, Kikuba and other parts of Makindye during night operations.
He assured Buzeki that he is going to share his dossier with her with all the evidence on how her directors are letting the National Resistance Movement (NRM) government down and also share it with the President because he fears that she may fail to act.
However, Zalwango denied all the allegations placed on her. She disclosed that Omar is trying to tarnish her good name after she declined to accept his private proposal.
She assured Ono Bwino in a few hours, Omar was going to call her apologising because he knows very well that the statements he made against her before her boss were not true.
Sources close to Omar revealed to Ono Bwino that he was angered and felt undermined when Zalwango who was the master of ceremony decided to sideline him by inviting Buzeki to address the gathering before he spoke.
“Omar is a calculative, he understood that if Buzeki was allowed to speak, he was not going to be given a chance to address the gathering. So, the only option was to set up a scene, grab the microphone and humiliate the master of ceremony, that’s him,” a close friend to Omar said.
KCCA sources said that Zalwango decided to sideline Omar and other local political leaders from addressing the gathering because Buzeki had another pending emergency engagement at Bukoto in Nakawa Division where she was going to inspect a building which collapsed and killed some people.
The shocking incident was witnessed at a clean-up exercise in Kasanvu Village, Namuwongo-Bukasa Parish, Makindye Division.
