President Museveni’s Justice and Constitutional affairs minister Norbert Mao and his henchmen led by his national vice president in charge of Buganda George Kagimu are confused and frustrated upon learning that their political rival in the Democratic Party (DP) who also doubles as the Bukoto Central legislator Richard Ssebamala is fighting to fail their plan of amending their political ties with party leadership in Buganda region.

President Museveni’s Justice and Constitutional affairs minister Norbert Mao and his henchmen led by his national vice president in charge of Buganda George Kagimu are confused and frustrated upon learning that their political rival in the Democratic Party (DP) who also doubles as the Bukoto Central legislator Richard Ssebamala is fighting to fail their plan of amending their political ties with party leadership in Buganda region.

After being declared the winner as the party president general in Mbarara last month, Mao instructed Kagimu to organise for him a meeting so that he can have a physical discussion with DP leadership from Buganda to see how they can resolve their grievances and move together in the coming 2026 general elections as one team.

Kagimu communicated Mao’s plan to fully charged DP delegates before leaving Mbarara.

He pleaded with them to attend the meeting which was scheduled to take place on 21st June, 2025 at his Festino City grounds in Mukono district.

He assured them that the party was going to be in control of their facilitations including transport, eats and drinks and allowances.

However, delegates were not happy and they informed Kagimu that Mao has personal issues against the people of Buganda and it is the reason why even in that delegates conference, he harassed them, humiliated them and discriminated against them to the extent that each and every service and benefits that was given to all delegates, those from Buganda were always served last and service providers told them that it was an order from Mao himself.

But Kagimu comforted them and assured them that all those issues will be solved in the meeting at Festino city because Mao will be open to them and tell them why he hates them and they will also do the same because unity is needed at this time in the party.

Highly placed sources in DP have revealed that Kagimu has already secured a budget for the meeting and everything is ready.

However, he received shocking information that a big number of delegates are not ready to attend his meeting because on that particular day, they will be also holding a private meeting with Ssebamala at his home in Wakiso district.

Ssebamala has already assured the delegates that he is in control of their facilitation, eats and allowance which will be not less than Shs500,000 for each person who will attend.

Sources claim that Ssebamala’s target is to frustrate Mao’s plan to have his Memorandum of Understanding with President Museveni renewed.

It is alleged that Mao knows that the only way to renew the agreement is he must deliver a united DP to the NRM.

That why Ssebamala wants to frustrate these plans.

Mao is also fighting to eat big in president Museveni’s next government and it is the reason why he is lobbying from all members of the Deep State including Gen Salim Saleh and Gen Muhoozi Kainerugaba who is currently camped in Acholi to resolve the issue of Acholi and Balalo.

Mao claims that inside Museveni’s government, there are big people who are fighting to fail the cooperation agreement he signed with their boss that is why they are bankrolling Ssebamala to frustrate his political moves.
