Top Secrets can authoritatively report that last week, the Kabaka of Buganda Ronald Muwenda Mutebi instructed his personal lawyers of S&L Advocates, K&K Advocates and lawyers from Buganda Kingdom Royal Chambers led by senior counsel Owekitiibwa Christopher Bwanika the Kingdom’s Attorney General with immediate effect to take legal action against the maverick city lawyer and also the State Minister of Lands Dr. Sam Mayanja.

Highly placed credible sources in Kabaka’s palace revealed to this website that a furious Mutebi wants his lawyers to secure a Court Order which will shield him from what he termed as verbal and personal attacks from Mayanja who is also his subject noting that he has gone beyond.

“Before the end of this week, Minister Mayanja will be served with Court plaint. He is going to be sued in his personal capacity. The Kabaka was very bitter after seeing Mayanja on television declaring that he had grabbed his relative’s land in Kaazi in Wakiso district and giving orders that his land titles be cancelled with immediate effect, he was very bitter, that’s what I can tell you,” a source said.

When he was in Kaazi, Minister Mayanja directed Phiona Birungi the Senior Presidential Assistant in charge of Special duties with immediate effect to engage with the Commissioner land registration and make sure that Kabaka’s land tittle measuring 120 acres is cancelled and registered in the names of the administrators of the Estate of the late Sir Daudi Chwa the fallen Kabaka of Buganda and Boy Scouts and Girl Guides respectively.

Mayanja claimed that he reached the decision after making thorough investigations together with Dr. Hillary Emmanuel Musoke the Senior Presidential Advisor on Special Duties and detectives from State House Anti-Corruption Unit Commanded by Brig Gen Henry Isoke.

He disclosed that they established that Kabaka’s names were illegally registered on the land titles of the contested land noting that the said land doesn’t belong to Buganda Kingdom as Kabaka claims but it belongs to the family of the fallen King who is Mutebi’s grandfather.

He further directed the registrar of companies with immediate effect to de-register Buganda Land Board Limited from the list of legally registered companies that operate in Uganda claiming that it was illegally registered that is why it is being used by land grabbers to grab people’s land hiding in Kabaka Mutebi’s names since he is the sole owner of the company.

Mayanja in his report directed the Permanent Secretary in the Ministry of Lands Housing and Urban Development and that of the Ministry of Finance Planning and Economic Development to stop the process of compensating billions of money to Buganda Kingdom through Buganda Land Board on Kigo prison insisting that the said land never belonged to Buganda Kingdom but was owned by the government of Uganda.

This is not the first time that Mayanja is accusing the Kabaka of grabbing people’s land. In 2024, Mayanja threatened to raid Mutebi’s Kireka palace where he stays to do a locus visit which was going to guide him in making his final decision on the complaint filed against Kabaka by a one Herbert Balaba Tamale who claimed then that Kabaka grabbed his family land.

Mayanja, a celebrated historian, claims that the Official mailo is not owned by Kabaka Mutebi but he is just a custodian of the said land on behalf of the Baganda that is why it is not right for him to collect rent from Baganda on their land.

Before Mayanja stormed Kaazi, the Kabaka inspected the entire land together with officials from Buganda Land Board who warned all fraudulent fraud land grabbers off his land.

Mayanja’s development comes at a time when Kabaka is also fighting to save his eleven acres of land in Kizungu Makindye Division which are under threat from land grabbers.

He recently inspected the entire land and directed the caretakers to make sure that all people who are illegally occupying it are removed with immediate effect.

Buganda Land Board spokesperson and also the legal officer Denis Bugaya rubbished Mayanja’s allegation warning that the Kingdom is already taking a decision to take legal action against his actions.

Bugaya cautioned Mayanja that he is going to pay heavily for his actions and those of other government officials who helped him to annoy the person of the Kabaka.

He explained that there is a High Court directive on Kaazi land which declared the Kabaka as the owner of the land and this decision was not challenged in the Court of Appeal.

That is why he insists that what the minister did was contempt of Court.

He advised him to publicly apologize to avoid Kabaka’s heavy punishment on him.

“Mayanja’s actions are an embarrassment to the legal fraternity in the country. He claims to be a lawyer but I wonder, what kind of lawyer he is who doesn’t understand proper interpretation of the laws especially those concerning the restoration of tradition and cultural institutions properties,” Bugaya said.

Bugaya wondered why Mayanja didn’t petition Court to secure a Court declaration that the Kabaka is not the owner of the Official Mailo but instead decided to mislead the public through his weekly talk shows on government media which is not helping him to score his personal vendetta he has against the person of Kabaka Mutebi.

“What you should tell the public especially those on the official mailo and land owned by Kabaka is to disregard Mayanja’s narratives and register with Buganda Land Board to streamline their tenancy to avoid illegal evictions because the Kabaka wants his people to settle on their land and developed it without inconveniences,” Bugaya said.

However, when we contacted Mayanja over the threats that Kabaka is going to take legal action against him, he laughed out loud and boasted that he is very ready and available to face off with the suit, noting that whatever he tells the public is the truth and he can defend his statements in court.

“If they want to test my legal capacity in interpreting the law, especially the constitution, let them try me in court. I will teach them the law. By the way, they are not the first people to file suits against me since president Museveni appointed me a minister. I have been defeating people like them and Courts have ordered many of them to pay me costs. But because I am a very rich man, I give costs to lawyers to represent me in those cases,” Mayanja the founding partner of the famous Kampala Associated Advocates (KAA) boasted.
