Kampala Central Division Deputy Resident City Commissioner (RCC) Shafik Nsubuga has threatened to resign from the office if his bosses don’t accept his prayer to be transferred to another station
Sources close to Nsubuga who was transferred from Nansana Municipality to the current station revealed that since he took over office, he has been at war with his immediate supervisor Jane Muhindo the Kampala City Resident Commissioner who is in charge of supervising government and security works in the entire city.
“What I can tell you now is these people can longer work together because every morning you hear Nsubuga quarrelling on phone. When I asked who he was quarrelling with, he said it was Muhindo. He told us that he has reported the matter to his superiors in the president’s office. Remember when he had just been posted here, he was very active in the field including escorting police on operations to fight demonstrators especially those who were demonstrating against corruption but now, he looks demoralized,” a staff in Nsubuga’s office said.
He revealed that Nsubuga refused the accept the orders Muhindo gave to all her deputies of not handling matters involving a lot of money especially when business people are fighting like it was between late Bulaim Kibirige’s family and that of Geoffrey Kirumira over a property.

Muhindo wanted to resolve the issues herself without involving her deputy but Nsubuga always intervened without the permission of his boss which annoyed her.
She also directed them that if they are going to attend any function including radio talk shows, they should first update her.
However Nsubuga refused and she was angered by his defiance that is why she declared a war on him.
“Nsubuga always brags that he is a city born who has been in the ghettos of Kampala fighting for survival and he cannot be scared by a village girl like Muhindo who was fished from Rwampara to come to Kampala. But he was warned that Muhindo is a wife to a top General in UPDF and has the President’s ear but he boasted that he also has a president’s eyes and ears,” a source said.
He added that both Nsubuga and Muhindo are fighting for deals which they know will help them accumulate wealth like how Hood Hussein did when he was still RCC in Kampala city.
When contacted for a comment, Nsubuga confirmed the ongoing misunderstanding with his boss and boasted that it will not divert him from performing the duties assigned to him by his boss, the President.
However, efforts to talk to Muhindo were futile as she was not picking her known telephone calls.
