The country’s top intelligence and security agencies bosses have not taken the warning made by Mukono Municipality legislator Betty Nambooze concerning what is going on in South Sudan lightly.

Appearing on radio Simba’s political talk show Olutindo, moderated by senior journalist Peter Kibazo, Nambooze revealed that Kampala city and the surrounding districts are sitting on time bomb because of the absence of laws, regulations and enforcement to control refugees take refuge in Uganda.

“I’m very scared, one time those people from Sudan are going to start fighting against each other in our country, they left their country because of the internal conflict which resulted from tribal conflicts and they have transported their conflicts here in our country, no one is monitoring them, don’t be surprised when they started fighting each other and what I pray for is that our innocent people are not be killed in their fight,” Nambooze said.

She explained that in her constituency in Mukono, at first, the Sudanese who were living there were tall but now they have started seeing short people and when she asked around, she was told that they are also refugees from Sudan.

She also independently verified that their tribes are the ones fighting each other back home.

She wondered how comes that authorities in government are looking on as these refuges are buying land at high prices which Ugandans cannot afford, establishing businesses which are supposed to be done by Ugandans and have even started provoking fights with Ugandan natives yet because of the huge amount of money they have, even if Ugandans open criminal files against them, they bribe the system and survive imprisonment.

She asserted that her experience against Sudanese is not only in Mukono but even in other parts of the city like Kasanga, Munyonyo, Ggaba, Buziga, Kabalagala and their number is increasingly at high speed.

She warned that her worry is that these refugees may take over the control of the country while the government is looking at them especially if they take control of the small businesses in the country which should be done by average Ugandans.

“I have a daughter working in Tanzania but she is very careful with her documents to the extent that before she moves out of the house to go back to Tanzania, she first makes sure that her working permit and other documents are in her possession. But here, people are moving freely without any one asking for their documents. They are allowed to work and stay in Uganda,” Nambooze said.

However, Godber Tumushabe, a senior lecturer at Makerere university law school warned leaders in positions of authority to be careful with statements concerning the ongoing Sudanese war especially that in South Sudan because it their comments may negatively affect Ugandans working in those countries especially if the natives declare war against them.

e pleaded with President Museveni and other regional leaders to force President Silver Kiir and his first deputy president  Riek Machar, who is under house arrest, to resolve their political differences to save the world’s youngest country from going into another war.

He proposed that Kiir should be ordered that if he does not solve the ongoing conflict, he should no longer be allowed to attend regional top leaders meetings and Machar should also be put under pressure to seek peace just like it was done during the 2018 conflict when their first Peace agreement was signed.

Moses Byaruhanga the Senior Presidential Advisor on political affairs assured the region of East Africa and their leaders are working hard to end the war in South Sudan and they are closely monitoring the negotiations initiated by African Union leadership.

On Wednesday a delegation from African Union arrived at Juba’s airport with a “Council of the Wise” which included former Burundian President Domitien Ndayizeye and former Kenyan judge Effie Owuor to mediate president Kiir and Machar.

he conflict erupted after President Kiir accused Machar of planning a rebellion by using white army fighters to overthrow his government. Kiir immediately placed Mahar under house arrest and kicked off investigations against him.
