President Yoweri Kaguta Museveni has kicked off investigation against his personal lawyer and junior lands Minister Dr Sam Mayanja and his Senior Presidential Assistant in charge of special duties Phiona Birungi together with Dr. Hillary Emmanuel Musoke the Senior Presidential Advisor on Special Duties and Brig Gen Henry Isoke the Commandant of the State House Anti-Corruption Unit on allegations of undermining the person of Ronald Muwenda Mutebi the Kabaka of Buganda, inciting the public against him and trying to grab his land.
Highly placed sources at Kabaka’s Banda palace revealed to this investigative website that early last week, the Kabaka petitioned Museveni pleading with him to intervene and save him from his people who are disturbing his peace yet he is trying to respond to his doctors orders of having enough rest so as to recover from the illness he has struggled with since 2019.
Sources said that Kabaka decided to petition Museveni so that he can take administrative and political action against Mayanja and other government officials who wrote a demeaning report claiming that officials in Buganda Kingdom administration were involved in fraudulent practices that resulted into forging land titles in areas of Kaazi and the surroundings areas of Makindye Ssabagabo Wakiso district.
Kabaka’s petition resulted from the directive of the said minister ordering the Commissioner Land Registration to cancel all the land titles of the affected areas and make sure that the land is registered back in the names of the Administrators of the Estate of Sir Daudi Chwa the fallen King of Buganda.
The Minister further directed the Permanent Secretary in the Ministry of Finance Planning and Economic Development together with his colleague from the Ministry of Lands Housing and Urban Development to cancel the process of compensating Kabaka Mutebi and Buganda Kingdom billions of money for using Kigo prison insisting that the evidence they have shows that the said land belongs to the estate of Daudi Chwa.
The development comes days after the Kingdom administration invited State House Comptroller Jane Barekye as one of the special guests who is going to attend Kabaka Mutebi’s the 70th birthday which is expected in April 2025.
In a related development, palace sources have disclosed to this website that this week, the Kabaka met his lawyers of K&K Advocates, S&L Advocates to finalise the processes of filing a legal suit against the minister in the Civil Division of the High Court and the King directed the lawyers to speed up the process of filing the suit noting that he urgently needs a court order to shield him against Mayanja and other government officials.
“What I can assure you is by the end of next week, Mayanja will be served with the plaint,” Buganda Land Board chief legal officer and also the company’s spokesperson said.
Sources boasted that because of Kabaka’s gravity, chances are high that Mayanja is going to be dismissed from Museveni’s cabinet in the coming term and all other government officials working under his influence to undermine the person of Kabaka will have their wings trimmed.
However, minister Mayanja told this website recently that he is not scared of being dismissed from Museveni’s cabinet explaining that even if he is fired, he will continue with his teachings of correcting the history which he claims that officials in Kabaka’s administration are distorting.
Mayanja maintained that he will also continue exposing what he claims is fraud at Mengo.
“Before I was appointed Minister, I was teaching in the university writing my papers correcting what those people wanted to change and life will continue after the cabinet. I will go back to my chambers and practice law and get my clean money,” Mayanja said.
On the issue of dragging him to Court, Mayanja boasted that he has already placed his lawyers on standby noting that once the Kabaka takes him to court, it will give him the golden opportunity to expose him before well thinking Baganda so that they understand how he mismanages the property he keep as a trustee.
Mayanja dislosed that surprisingly, most of this Bagnda property has been transferred into the Kabaka’s personal names and those of his children and friends.
Mayanja also confirmed to this website that last week, he received a delegation from Buganda Kingdom Royal family assuring him that they are behind him and they will testify against Kabaka if he drags him to Court and they will also furnish his lawyers with documents to support his defence.
Sources close to Mayanja also revealed that he has put his long time friend Muhammad Mbabazi of Nyanzi, Kiboneka and Mbabazi Advocates to join his legal team when defending himself against Kabaka Mutebi.
Other witnesses Mayanja plans to parade include maverick city lawyer Male Mabirizi Kiwanuka, Buganda Kingdom clan heads, surveyors, historians and others.
