Maverick Kampala Associated Advocates (KAA) founding partner and also State Minister for Lands in the Ministry of Lands Housing and Urban Development Dr Sam Mayanja has narrated how top Mutungo Landlord Dr Muhammad Kasasa Buwule died in poverty even though President Museveni had directed the Ministry of Finance, Planning and Economic Development to at least pay him part of the Shs30bn money he was demanding from his government.

Exclusively speaking to Ono Bwino, Mayanja narrated that in early 2024, he realised that his client and also good friend Kasasa was in need of special medical attention abroad but he did not have funds to help him travel to India where he was supposed to meet special doctors.

He decided through his instructions to write to president Museveni pleading with him the release part of the Shs30bn he is demanding from his government to help him get better medical care.

“Because the President knew Kasasa very well, he directed the Permanent Secretary in the Ministry of Finance to get some money for Kasasa’s treatment. The directive was in writing. Because I thought that a president directive is supreme, I advised his family to start processing his travel documents and those he was going to travel with to India for medication,” Mayanja said

Mayanja added that he assured the hospital in Kampala where Kasasa was getting medicare that money was coming and pleaded with the hospital to proceed with giving his client proper medical attention.

However, he was shocked when Ramathan Ggoobi the Ministry of Finance Permanent Secretary refused to release the money as the president had directed.

“ When I reached in the office of the Permanent Secretary with all the documentation, pleading with him to speed up the process, he responded that his hands were tied because there is a Court Order served to him by lawyers of Kabaka Ronald Muwenda Mutebi’s family who were contesting the release of the said amount of money to Kasasa,” Mayanja said

He disclosed that they tried to mobilize money from other alternatives but they failed and Kasasa died in June 2024 like a poor man even though he fought and worked hard thinking that in his old age, he will have money to take care of his life and family

Mayanja revealed that by the time of Kasasa’s death, his children who were studying abroad had dropped out of school, were chased out of houses because Kabaka Mutebi’s family had instructed their powerful lawyers in town to make sure that he doesn’t receive any money.

He added that he was shocked upon Kasasa’s death seeing Attorney General Kiryowa Kiwanuka one of Kabaka Mutebi’s personal lawyers picking interest in the matter and being added to the case as a party where the family of Sir Edward Walugembe Mutesa, the fallen King of Buganda were contesting Kasasa’s ownership of Mutungo Hill land.

He narrated that Kasasa spent twenty two years battling with Kabaka’s family but within months of his death, Chief Justice Owiny Dollo intervened and a section of Kasasa’s children were compromised to enter mediations to settle the matter out of Court even though in the will, Kasasa directed that Mayanja should be the final person to guide the family on how to execute his multibillion estate.

Mayanja insisted that Kasasa bought the said land, which measured over 600 acres from Barclays Bank currently Absa and before he bought it, it was transferred from Mutesa, to Benjamin Kwemalamala a top tycoon in Masaka who mortgaged it and registered in the company Victoria Properties Limited.

However, the administrators of the Estate of Mutesa insist that Kasasa fraudulently obtained their father’s land and have agreed with a section of Kasasa’s family to settle the matter out of court and the mediations are still ongoing presided over by Chief Justice Dollo
