The petitioners taking complaint to the Offices of the Judicial Service Commission on the 8th floor of Kingdom Building in Nakasero Kampala are currently being directed by the receptionist to take their issues to the registry until President Museveni appoints a new chairperson and confirms new commission members.
Sources at the Judicial Service Commission said that the complainants are also being advised to address their complaints to the secretary of the commission not the chairperson because he is not available.
The source added that since the 20th of January 2025, Justice Benjamin Kabiito the chairperson of the commission and other members who include retired supreme court justice Faith Mwondha, city lawyers Ruth Ssebatindira and Norah Matovu Muwanga no longer come to the office after the expiration of their constitutional tenure.
They all served their two terms of five years each and are praying that president Museveni deploys them in the judiciary as Justices of the Court of Appeal and Supreme Court.
Justice Kabiito cannot go back to the High Court because he cloked 65 years.
At 65 years, judges of the High Court are supposed to retire. Justice Kabiito can only be saved by Museveni.
Sources said that Museveni has already been informed about the vacancies at the Judicial Service Commission but he is not yet appointed the new chairperson.
In a related development, Justice Musa Ssekaana the Head of the Civil Division of the High Court issued a Court Order stopping the Uganda Law Society from electing their representatives to the Commission basing on the court suit filed by members of the society challenging the process used to identify the candidates to compete for the two slots.
The Judicial Service Commission is the body responsible for recommending candidates to be appointed Judges and justices of courts by the President, recruiting magistrates and registrars, and taking disciplinary action against errant judicial officers.
