President Museveni’s long-term personal lawyer and also the junior minister in charge of lands in the Ministry of Lands Housing and Urban Development Dr Sam Mayanja has narrated how he was shocked by the level of incompetence he saw when he joined parliament under leadership of Speaker Annet Anita Among as an ex-official.

Mayanja, a founding patterner of Kampala’s top law firm the Kampala Associated Advocates (KAA) said that when he was appointed a minister in 2021, he took time studying how parliament works, understanding the rules of parliament and other laws to avoid making mistakes when executing his work but he was shocked by the way Members of Parliament (MP) were executing their work.

“Many people are elected as MPs without first of all knowing what parliament is supposed to do. That place is where laws and policies which protect and change the lives of Ugandans are made, but I was shocked seeing people spending much of their time discussing bridges that were collapsing in their villages; how locals were fighting each other in bars over women; some even boasted that those are issues of public importance, really!?” Mayanja also a university law don said.

He noted that it was because of that reason that President Museveni encouraged old men and women like professor Ephraim Kamuntu, Rebecca Kadaga to contest for MP slots so that they remain in parliament to guide the young legislators so that they match international standards.

Because of critical and knowledgeable people like Minister Mayanja, Kalungu West legislator Joseph Ssewungu at one time attempted to kick-off a process of impeaching him saying he spends little time in parliament but he was saved by Speaker Among.

Mayanja later defended himself that when his boss was appointing him as a minister, he directed him to make sure that he stops tenants from being evicted by landlords from their lands fraudulently, an assignment he said he has executed well and the president is happy with his performance.

Mayanja is not the first person to complain about the incompetence of some MPs. Lawyer Yusuf Nsibambi the defeated Mawokota South legislator recently disclosed that a number of legislators elected in Buganda are not even fit to be Local Council (LC) councillors.

However, Mayanja praised voters for voting issues and performance this time around which is the reason why President Museveni won overwhelmingly and opposition candidates like Ronald Balimwezo and Florence Namayanja were elected as Kampala Lord Mayor and Masaka city mayor respectively.

He boasted that in the coming term, Ugandans especially people of Buganda are going to benefit so much from Museveni because they have supported him very well and members of the National Resistance Movement at all levels.

He warned that a section of unruly landlords who are evicting tenants from their land should prepare for the worst.
