The City Resident Commissioner in charge of Kawempe Division, Kagenyi Lukka is on spot for violating court orders regarding Katanga land near Wandegeya.

In a March 23, 2026 letter to the Deputy Vice Chancellor, Makerere University, RCC Kagenyi directed the institution to hand over Katanga land to Nanziza Construction Company Uganda Limited.

According to the Kagenyi, the company, Nanziza’s entry will lead to effective use and management of the government property, creating a new face value for the facility.

The local leadership in Katanga have warned the RCC to desist from violating the court decisions regarding the said Katanga land.

“It is within your knowledge that on 27th July 2015, Justice Owiny Dollo as he then was delivered a judgement which determined the ownership of Katanga valley land when he held that Makerere university is the owner of the land comprised in FRV 59 folio 21 but the plaintiffs and their licensees are bonafide occupants of the entire Katanga valley land,” they wrote in the March 27 letter copied to Makerere University and DISO Kawempe.

The local leaders said they were shocked when the RCC wrote a contemptuous letter trying to vary or overturn  a court judgement from a competent judge.

“This is to inform you that you do not have any authority whatsoever to vary or overturn the said court order and we as local leaders of the area shall not allow you to continue breaking the law,  disrespecting court orders and disturbing the peaceful occupation of our residents,” reads the letter asking the RCC to recall his letter or face contempt of court proceedings.

In the letter, Kagenyi revealed that a Memorandum of Understanding exists between Makerere University and Nanziza Construction Uganda Limited to manage the land on behalf of the university.

“We have perused through all the correspondence from my predecessor and the university secretary on the issue of Mr Achleo Kalema’s status on the land.  It has been discovered that the university never appointed him as caretaker but only acknowledged him as one of the people doing car washing bay business on land,  reporting encroachers and trespassers on the government property,” Kagenyi wrote.

However, a search from the Uganda Registration Services Bureau shows that the said company, Nanziza Construction Uganda Limited neither has directors nor a secretary.

A search report shows that the company with share capital of Shs1m has two shareholders Denis Jjuko and Henry Kamyuka with each having 500 shares without any annual returns despite being incorporated in 2011.

The search also puts Kagenyi on spot, dispelling a one Luwagga he mentions as a company director.

It is alleged that the RCC is conniving with a group of people and Makerere University officials to tarnish Pastor Daniel Walugembe and deprive him of his kibanja interest on Katanga land.

In an interview, the local leaders said that the RCC is colluding with a group of 100 people who in 2019 lost a case in which they were challenging Walugembe’s Kibanja interest in Katanga.

The case was determined by Justice Alexandria Rugadya Nkonge.

Describing it as abuse of office, the local leadership accused the RCC, Kagenyi of holding meetings without their consent.

The leadership further accused Kagenyi of working with people who are creating trouble in the area because of their personal interests like Dr Ntwatwa Lule who is facing charges of criminal trespass and forgery of documents regarding Katanga land.

Dr Ntwatwa is currently undergoing cross examination in his defence before the Magistrates Court at Buganda Road.

When contacted on phone, Kagenyi admitted that he is aware of the Justice Dollo decision and orders and insisted that they are still in place.

He explained that he didn’t issue a directive on the entire Katanga land but his directive only targeted Kigobero washing bay area which is opposite KCCA City mortuary at Mulago hospital roundabout.

He defended his decision on grounds that his facts were based on the documents that he received from Makerere university who is the landlord and a one Luwagga who confirmed to him that he received powers from the landlord to develop the place through a Memorandum of Understanding they both signed

However, Kagenyi was shocked to learn that Luwagga is not among the directors of Nazizza Construction Company according to verified documents from URSB which is in charge of registering companies in the country.

Efforts to get a comment from Makerere university secretary, Yusuf Kiranda were futile as our calls on his known phone numbers went unanswered.

It is alleged that Kiranda signed the documents which Kagenyi based on to guide his decisions.
