Justice Deepa Verma of Mpigi High Court has directed former minister Amelia Anna Kyambadde to appear before Justice Anthony Oyuko on 13th April, 2026 at exactly 8am to answer to allegations of running into hiding to avoid receiving court documents challenging her victory in Mawokota North.
The orders resulted from an application filed by Kiyaga through his lawyers led by Francis Ssebowa claiming that even though they filed an election petition challenging Kyambadde’s victory, she intentionally went into hiding with the aim of frustrating their efforts to physically serve her court documents.
In his affidavit evidence, Thomas Mukama the process server told court that on the several occasion he has travelled to the home of Kyambadde in Galabi Nakyasanja in Muduuma, Mpigi district to physically serve her with the court documents, he has been told that she is not present at the particular time yet her assistants do not reveal where she is in case she is needed.
Kiyaga also supported his application with an affidavit evidence narrating to Court that he contacted Kyambadde who contested on the National Resistance Movement (NRM) ticket on her known phone number +256 700-161-XXX but she declined to pick.
When he decided to send her a WhatsApp message asking her to direct his lawyers where she was so that they serve her with court documents, she declined to respond.
“Given the nature of election petitions, not only are they sensitive but they also make serious allegations against the Respondent, the law above Rule 6(5) ensures that the Petitioner uses every means possible to serve the Respondent to enable them to defend themselves and enable court to adjudicate fairly. In the instant case, this court is satisfied with all the reasonable steps taken by the Applicant/Petitioner to try and effect service upon the Respondent and this Court is satisfied that a case has been made to warrant substituted service,” judge stated.
The judge further granted Kiyaga permission to publish the Notice of the Election Petition No. 01 of 2026 in the New Vision and Daily Monitor publications and also directed him to fix a copy of the petition and notice of presentation on the notice board of the High Court of Uganda at Mpigi.
He was also directed to send a copy of the petition, notice of presentation and all attachments thereto to the Kyambadde’s known WhatsApp Number +256 700 161 2xx.
Kiyaga who contested on the National Unity Platform (NUP) ticket claims that he has enough evidence to prove that he defeated Kyambadde the former Minister of Trade, Industry and Cooperatives with 7000 voters but she was fraudulently declared the winner.
