This website can exclusively report that Justice Emmanuel Baguma has been allocated the case file involving Dr Kizza Besigye’s blue-eyed boy Samuel Makokha.
The file allocated to Baguma contains the paperwork of the bail application filed by People’s Front for Freedom (PFF) Secretary for foreign affairs Samuel Makokha who is seeking to be released on bail by the Criminal Division of the High Court.
Makokha was also arrested at the end of 2025 at Entebbe international airport while traveling to Ethiopia and he was detained in several security facilities before being paraded at Nakawa Chief Magistrate Court and charged with misprision of treason and remanded to Luzira prison.
According to his charge sheet, State alleges that the accused person who is also a serious businessman from Eastern Uganda failed to report information about an alleged plot masterminded by Dr Besigye to overthrow President Museveni’s government.

However, after being committed to the High Court for trial, he based on that ground to tell court that investigations by prosecution are done and there is nothing that is going to change.
He added that he is the bread winner of his family thus staying in prison will badly affect his ongoing school children and his entire family.
Makhoka also told court that receiving bail is also his constitutional right. He added that his bank accounts and land titles in his names prove that he is a responsible man who cannot run into hiding when released on bail.
Highly placed sources in the judiciary told Ono Bwino that a decision was taken that all files involving Dr Besigye and his co-accused, Al-Hajji Obed Kamulegeya and UPDF soldier Captain Denis Oola be handled by judge Baguma.
Because of this special assignment, sources said that a criminal session which was assigned to judge Baguma at the end of last year was cancelled to give him time to study Besigye’s file and widely consult.
“He is in possession of all files involving Dr Besigye, he moves with them in his car. When Makhoka’s file was filed, we were directed it to be allocated to him also,” a source said.
He has not yet allocated a date to hear Makhoka’s bail application but it should be noted that Besigye and his co-accused dragged justice Baguma to the Judicial Service Commission asking that he should be removed from the office of the judge because of incompetence.
They also made several applications asking him to recuse himself from their matter after accusing him of being biased. He dismissed all the application on grounds that Besigye and co-accused failed to raise a satisfactory ground to convince him to recuse himself from their cases.
He assured them that he took a judicial oath and he is ready to preside over their cases.
