This investigative website can authoritatively report that immediately after receiving confirmation from the appointing authority that she had been appointed as the Minister of State in the Ministry of Information, Communication and Technology, Owekitiibwa Joyce Nabbosa Ssebugwawo made a phone call to a number of friends to share with them the good news

Sources close to Ssebugwawo told this website that the minister was very happy with the appointment because she was politically disparate after losing the 2021 Lubaga Division mayorship race to National Unity Platform (NUP)’s Mawula Mberaze.

Sources added that Nabbosa put up a spirited fight for the ministerial job since her State House contacts who were lobbying for her told her that she was competing with Owekitiibwa Wasswa Birigwa who was the then Forum for Democratic Change (FDC) national chairperson and Salaam Musumba who was the FDC deputy president in charge of Eastern Uganda.

Ssebugwawo was the FDC deputy president in charge of Buganda.

“The President was in touch with all those people, because he wanted to get a senior opposition leader to be part of his new cabinet. Many thought that Birigwa being a former ambassador in Museveni’s government was going to take the day but they were shocked when Nabbosa was announced,” a senior State House source said.

Sources divulged that after finishing his cabinet list, Museveni personally made a phone call to everyone appointed to break the news personally. This was confirmed by the State Minister for Land Dr Sam Mayanja and Prime Minister Robinah Nabanja who disclosed that they received a presidential phone call breaking the news of their appointment as ministers.

Among the first people Nabbosa phoned was her relative and a close friend Silvia Nagginda Luswata the Queen of Buganda but even though nagginda was very happy with the appointment, it is alleged she was not happy with the docket where her relative was placed.

After talking to Nabbosa, Nagginda made a phone call to her friend Lt Gen Proscovia Nalweyiso appreciating the appointment of her relative in the cabinet but also pleaded with her to talk to the big man to make some changes and have her relative taken to another docket where she can perform well.

Lt Gen Nalweyiso who is also a senior presidential adviser in charge of defence and security promised to talk to the big man only when she gets the attention of the president over the matter.

The president responded by assuring Nalweyiso that he knows the reason why he appointed Nabbosa in that docket and she also knows her assignments.

However, little did Nagginda and Nalweyiso know that Museveni appointed Nabbosa to help him contain Mengo establishment especially since some of the organs of the administration were being used to weakened him in Buganda politically

In the course of investigating this story, we established that it seems Buganda premier Charles Peter Mayiga had wind of what was coming and warned his team in one of the Kingdom cabinet meetings.

“We were told that Mayanja (State Minister for Lands) and Ssebugwawo are not going to be easy for us, so we were forewarned to be careful especially on issues dealing with land. That is the reason why a senior lawyer David Mpanga was appointed as the Kingdom minister of Lands, Housing and Urban Development,” a source said.

Mayiga solidified both their external and internal lawyers by recruiting young brainy lawyers to work in the Kingdom’s Royal Chambers led by Kingdom Attorney General Counsel Owekitiibwa Christopher Bwanika and Counsel Twaha Mukasa

When Kiryowa Kiwanuka was appointed the Attorney General, his K&K Advocates  joined S&L Advocates as Kabaka Ronald Muwenda Mutebi’s personal and Official lawyers since he is a Corporation Sole.

By the time Mayanja and Nabbosa started compromising the Kingdom’s system, they were strong even though the system was disorganized and divided especially in the fundamental branches like the Kingdom’s clan heads council and the Kingdom’s Parliament.

The Kingdom leaders continued their war on Mayanja and Nabbosa to the extent that when Mayanja lost his daughter in a car accident and Nabbosa lost her husband, they didn’t send them official condolence messages.

In one of the meetings with a section of Buganda Kingdom clan heads, Ssebugwawo assured them that very soon, change is coming at Bulange with a new Prime Minister who will replace Mayinga and that’s when she will return at the Kingdom’s headquarters.

Ssebugwawo is a former minister in Kabaka Mutebi’s government.
