Highly placed security sources have intimated to Top Secrets that the country’s security and intelligence agencies are overwhelmed by a strong and connected network which has been established by the Allied Democratic Forces (ADF) to create instability to weaken President Yoweri Kaguta Museveni.

Sources have disclosed that by the time Jamil Mukulu Kyagulanyi, the founding commander of ADF was arrested in Dar -Salaam Tanzania and extradited to Kampala in 2015 to face charges of murder and terrorism, ADF was at its weakest point and many of their commanders were scattered across the world.

Sources added that this was because the United States Treasury Office of Foreign Assets Control froze all Mukulu’s accounts and assets and banned their citizens from dealing with him.

By the time of his arrest, Mukulu had fat bank accounts in the United Kingdom, Kenya, Tanzania, United States even in Uganda registered in other people’s names.

Among the names which Mukulu’s businesses and bank accounts were registered were; Jamil Alirabaki, Lwanga Tomas Musisi, James Musoke Kityo, Abdallah Jjunju, Yafesi Phillip Nyanzi, Julius Mashiri, Kalamire Pantanguli and David Amos Mazengo. This plot helped him to beat security even though he was on the list of the most wanted terrorists.

Sources disclosed that by the time Mukulu was arrested, he was a fugitive after he developed a misunderstanding with his Zungu donors yet in Democratic Republic of Congo (DRC), he was in bad books with the then president Joseph Kabila’s government.

Sources added that a frustrated Mukulu had reached to the extent of handing himself over to president Museveni’s government because he was tired of being on the run.

“Now even if I die, I am sure I am going to be buried at my ancestral burial ground where my parents are buried,” Mukulu told one of his relatives at Nalufenya police station where he was first detained immediately when he landed in Uganda.

Sources added that Mukulu’s arrest was bad news for his radical friends especially his son Hassan Nyanzi who tried to bribe Tanzania authority to release his boss but by the time they mobilized money to bribe the system, Museveni’s External Security Organization (ESO) was very aware of the move and his efforts were frustrated.

One of the lawyers who first reached out to Mukulu for instructions to represent him against the murder and terrorism charges revealed to Top Secrets that he was surprised when Mukulu told him that he has no money to pay him. He divulged that Mukulu however told him  to start on the process of representing him because he will be paid by one of the top security officers who he declined to name.

Sources said that when Mukulu was remanded to Luzira prison, he started communicating with his ADF Command system and wanted his son Nyanzi to take over the command from him.

Mukulu was very bitter with Sheikh Musa Baluku who had declared himself the new commander.

Sources disclosed that Baluku declined to take Mukulu’s orders to issue a statement threatening to kidnap and cut off the heads of president Museveni’s top ministers if he does not unconditionally release their boss Mukulu.

Sources added that in Mukulu’s absentia, Sheikh Baluku regrouped his troops and streamlined the new ADF commanding system where he appointed himself the supreme leader.

He also appointed Sheikh Rashid Swaid Lukwago as his army commander, Muhammad Kayira as the army deputy commander and head of historicals, Musa Kibuye Barau as field commander, Nasser Abdu Hamid as  commander Mwalika Camp.

Amigo Kibirige was tasked to talk to top terrorist organisations like the Islamic State (ISIS) which has connection with Somalia’s Al-Shabab.

Sources added that when Sheikh Baluku secured a deal with ISIS, he cut off all communications with Muluku agents in Kampala and started strategizing on the recruitment of new agents who are answerable to his command.

Sources said that Sheikh Baluku has impressed his funders by giving accountability and establishing a strong network in Uganda especially in Buganda and Busoga region where youths between 12-30 years were recruited.

Sources said that Brig. Gen. Christopher Ddamulira Sserujongi, the Commander of the Police’s Crime Intelligence and Maj. Gen. James Birungi, the Commander of the Chieftaincy of Military Intelligence are still struggling to dismantle the cells Sheikh Baluku established in Busoga and Buganda.

“I’m telling you those boys are very determined, did you know that the boy who commanded the attack on Busiika Police Post was 18 years old. After killing three police officers, he ordered his men to take off but on the way, he learnt that he left his pistol at the scene of crime and rode  his motorcycle back to pick it,” a security source told Top Secrets.

The source added that the boys who attacked Parliamentary Avenue and Kampala Central police station were aged between 18-25 years and some of them who were involved in planning the attack are still at large.

Sources added that Sheikh Baluku has financial connections with top city businessmen and their workers who help him to transport material and cash to his men which is used in launching attacks on government institutions and innocent persons.

Sources said that most of the business personnel who are under investigation are those dealing in real estate, cars and motorcycle dealers, mechanics and petrol station dealers.

Sources said that even government officials are under investigation because there are allegations that some of them were running Mukulu’s businesses.

Sources said that Sheikh Baluku’s strategy is to bring the war back into President Museveni’s backyard since he decided to attack their camps in DRC through the ongoing Operation Shujaa which is under command of Maj. Gen. Dick Olum.

Recently, President Museveni said that the reason why roads are blocked when traveling on land is because of the ADF threat which they have established inside the country.

Museveni said that ADF is responsible for the attack on Gen. Edward Katumba Wamala where his  daughter Brendah Nantongo Katumba and driver Sgt Haruna Kayondo were gunned down.
