Maverick Kampala Lord Mayor Ssalongo Erias Lukwago has petitioned parliament to deeply investigate and save Kampala Capital City Authority (KCCA) from losing Shs70bn.

Lukwago revealed to KCCA councillors that the said funds is part of the USD566m grant and loan that President Museveni’s government secured from the World Bank to facilitate the uplifting of road structures and drainage systems in the capital city and the surrounding metropolitan districts.

Lukwago made the allegation when the council was scrutinising the KCCA 2025-6 budget of Shs827bn.

He explained that the accused ministers are set to hide their fraud behind the expenditure of buying computers and other office equipment to KCCA insisting that what the ministers are doing is illegal because the said amount of money was not allotted to do so.

He pleaded with KCCA councillors to prioritise the maintenance of the roads and drainage infrastructures in the coming budgets warning that if they don’t focus on that area, people are going to die and lose properties in this rainy season.

Lukwago accused the ministers of planning to use the said in their coming 2026 political campaigns claiming that both minister Kabanda and Kyofatogabye have already declared interest to contest for parliamentary seats.

Lukwago further accused KCCA staff of conniving with city property owners to undervalued the taxes they are supposed to pay through property tax which has made the authority fail to achieve its tax collection target.

However, when contacted, minister Kabuye rubbished Lukwago’s allegation explaining that the money that Lukwago is talking about was already budgeted for in the KCCA budget so they are just executing what is already planned.

He explained that they are not the ones who plan that each year, KCCA has to buy new computers and other equipment which are used by authority staff including those working in Lukwago’s office.

“Naturally, Lukwago has a bad heart and does not wish any person well that’s why he is fighting everyone at City Hall, but for us, the President deployed us there to work for the people not to play politics as Lukwago is doing,” Kyofatogabye said.
