This mighty investigative website can exclusively report that among the people that former national intelligence coordinator Gen David Sejusa spoke to before accepting President Museveni’s deal to return back from exile was Dr Kizza Besigye the opposition strongman.
In 2013, Gen Sejusa ran into exile in United Kingdom claiming that his life was in danger after establishing that President Museveni was working on a plan to assassinate top military and government officials who are against his son Gen Muhoozi Kainerugaba replacing him as President of Uganda.
Museveni sent a team that included the now troubled Lt Micheal Katungi to softly speak to Sejusa so that he acepts his deal. He assured him that he was not going to be imprisoned when he returns to Kampala.
As Sejusa was meditating over the deal, among the trusted people he contacted through a whites’ message was his war comrade Dr Besigye seeking for his advice.

Ssemujju explain that 1981 war comrades uses the name Kanonya Kawooya to describe a desperate person who was scared and the only way to survive was to surrender.
“When Museveni, Besigye, Sejusa and others were fighting Milton Obote’s government, they reached a time when a number of them wanted to surrender. The government army learnt about it and they sent a fighter jet in areas of Luwero where they were fighting from which threw papers with messages encouraging the rebels to follow their friend Kanonya Kawooya’s lead. Dr Besigye told me that some surrendered but him and others persisted with the fighting until they won the war,” Ssemujju said
He added that when Sejusa returned back into the country, Besigye warned him that Museveni was not going to keep his word and that he was going to continue harassing him even when he abandons political opposition against him.
Within few months upon his return, Sejusa was arrested and charged before the military Court
This website has established that even though Sejusa retired from the army, he was placed under security surveillance and he is not allowed to talk to every person who visited him at his country home in Lyantonde district save for his family members and approved friends.
Ssemujju said that among the war comrades who studied Museveni very well is Besigye because he knows him as someone who cannot stand on his word.
Ssemujju added that Besigye rubbished the plan brought to him by former chief spy master Lt Gen Henry Tumukunde to talk to Museveni so that he can be released from prison.
Lt Gen Tumukunde recently told friends that he spoke to Museveni over Besigye’s issue and according to their discussion, Museveni is very sure that Besigye wanted to kill him. Besigye is also very sure that Museveni is persecuting him because of his constant opposition against his government and because he is protesting his presidential succession plan.
Lt Gen Tumukunde confirmed to his friends that all the times he has been arrested and imprisoned, he has been released after talking to Museveni. That is why he wants Besigye to do the same.
However, Ssemujju insists that the Besigye he knows will never talk to Museveni over his release.
He further revealed that Lt Gen Tumukunde has a strong relationship with Museveni because his wife is a relative to Janet Museveni wife to President Museveni given that his son married one of Museveni’s daughters.
“When I was still an active practicing journalist, I was assigned to go and cover Lt Gen Tumukunde when he was being arrested from his Kololo home. But what I saw was unbelievable. They packed for him a lot of things including a big television set, mattresses. It looked as if he was not like going to prison,” Ssemujju said
He added that when Tumukunde was detained at Officers Mess, one of his war comrade Maj Gen Stephen Kashaka visited him and pleaded with him to apologise to Museveni because he also did the same when he mismanaged the military cash and was released from the detention which Tumukunde first declined to do.
But after, he was pressurised by his wife who arranged the talks and Tumukunde was released. Ssemujju maintained that Besigye cannot do this because if he wanted to do it, he has influential people who can arrange the meeting.
“Museveni just wants to make Besigye desperate so that he kneels before him, but he knows that he survived being killed in Kenya when he was being kidnapped because of God’s grace. He knows that Museveni’s son wants him dead even though Museveni wants to use Courts to dismantle him by showing the public that he is a very bad person who wanted to take power by killing others,” Ssemujju said
He added that Lt Gen Tumukunde is just desperate over Besigye’s continued imprisonment because it affects his political ambitions in Rukungiri Municipality where he is standing as a candidate on NRM ticket for Member of Parliament and Besigye is a strong factor in determining the winner of the election there.
Ssemujju said that if the meeting happens and Besigye is released, Tumukunde wishes to use that issue to convince the voters that he helped their son of the soil to be released from prison which he says is highly unlikely.
He divulged that Besigye wants to be released on merit but not because of being helped after negotiations.
Justice Emmanuel Baguma of the Criminal Division of the High Court set 1st of October as the date when he will kick-off the hearing of treason charges against Besigye, his political assistant Al-Hajji Obed Kamulegeya Lutale and Captain Denis Oola
However, the accused persons are protesting against Justice Baguma presiding over their matter accusing him of being biased against them. They have already declared never to appear before him.
