In a letter dated 29th May, 2026, embattled Chief Executive Office of the Insurance Regulatory Authority of Uganda (IRA) Alhaji Dr Ibrahim Kaddunabbi Lubega petitioned President Museveni’s young brother Gen Salim Saleh seeking his intervention to save him from being removed from his office.
In his letter, Kaddunabbi accused Ramathan Ggoobi the Ministry of Finance Permanent Secretary and Secretary to Treasury of fuelling his troubles which resulted into IRA board’s decision of not renewing his contract.
“Mukama wange, as I communicate, the situation seems very uncertain. I am now certain that PS\ST Mr Ggoobi’s intention is to hit me and completely destroy me beyond. The circumstances at hand can only be managed by you, not by anyone else,” Kaddunabbi pleaded.
He further stated, “I respectfully appeal to you to intervene and ensure that justice prevails and that my contract renewal is processed without prejudice. Your leadership and authority carry the weight to safeguard fairness and protect those who serve honourably.”
He told the veteran war general that he is committed to serve the National Resistance Movement (NRM) government and the people of Uganda diligently especially those in the insurance sector as a cadre.
He added that his record is clear on how he participated in nation building and his party the NRM with all his energy, reminding him the private meeting he held with him on 22nd April, 2026 where they discussed his job renewal and after he sent to him the documents to support his pleadings.
“In the view of the foregoing, and aware that we are brothers with no reason why we fight each other, I kindly request you sir, nga mukulu waffe to cause a mediatory meeting between PS/ST Mr Ggoobi and myself, chaired by yourself, with the view to harmonise us as to allow me to serve my last term as the Chief Executive Officer at Insurance Regulatory Authority 2026-31 as he continues his role too. I thank you wholeheartedly for your valuable time and eagerly look forward to meeting you, sir,” Kaddunabbi stated.
Even though Kaddunabi wrote to Gen Saleh, Ggoobi proceeded and appoint Dr. Protazio Sande who has been the Authority’s Director of Strategy and Market Development as his replacement.
While he is still waiting for Gen Saleh’s response, Kaddunabbi through his lawyers secured an administrative order issued by Justice Joyce Kavuma the head of the Civil Division of the High Court stopping the authority from replacing him until his entire suit challenging the board’s decision of not renewing his contract is heard and determined.
Sources close to Kaddunabbi revealed to Ono Bwino that he is accusing Ggoobi of using his office to create himself as a supreme leader in Butambala district so as to influence the decision making in the area.
Sources claim that it is the reason why Ggoobi’s invisible hand was mentioned in the troubles that former Butambala county Member of Parliament Muhammad Muwanga Kivumbi is going through.
Sources claim that Ggoobi is also revenging on Kaddunabbi because in the said election, he was supporting Kivumbi and Hajat Aisha Kabanda the defeated district woman MP who were contesting on National Unity Platform (NUP) ticket because he did not want Ggoobi’s brother to win the constituency.
However, other sources told Ono Bwino that Ggoobi is acting on the directives of President Museveni and Gen Saleh to clean the Ministry of Finance and he was at the centre of arresting and overseeing the prosecution of embattled Accountant General Lawrence Ssemakula and eight other officials on the allegations of fraud which cost government Shs60bn.
He is also cited in the ongoing troubles against Geradine Ssali Busuulwa the former Permanent Secretary of the Ministry of Trade, Industry and Cooperatives.
Veteran journalist Andrew Mwenda recently warned Ggoobi that if he does not deal with ministry affairs carefully, he will end up in prison. But sources said that Mwenda, the spokesperson of the Patriotic League of Uganda (PLU) made those statements because Ggoobi was squeezing mafias who are looting tax payers’ money through fraudulent dealings with government officials.
Highly placed sources warned Kaddunabbi to trade his attacks on Ggoobi carefully revealing that chances are high that may end up in prison because there is overwhelming evidence against him on fraudulent dealings he has allegedly participated in which have cost government billions of shillings.
According to Auditor General’s report, he used Shs181.4m in Irregular leave and travel payments, Shs647.5m in recruitment costs, salary increments, leave compensation, travel allowances, and recruitment practices. The Auditor General also cited financial losses and irregular payments amounting to hundreds of millions of shillings by Kaddunabbi using his powers.
Kaddunabbi has been the CEO of the Insurance Regulatory Authority of Uganda for 15 years. Prior to this, he was a Member of Parliament for Butambala for ten years.
