Ono Bwino can exclusively report that lobbying is in high gear to influence President Museveni who is also the appointing authority not to deploy Allen Kagina as a minister in the Ministry of Works and transport.
In 2024, Kagina turned jobless after parliament, acting on the directive of the President dissolved Uganda National Roads Authority (UNRA) where she was the Executive Director.
The Ministry of Works and Transport took over the duties and obligation which the authority was doing.
Kagina was among UNRA staff who declined to apply to join Ministry of Works and Transport even though the arrangement was there and sources said that since then, the President has been looking for a position where he can deploy her because of her hard-working principals and being incorruptible.

Sources said that Kagina was vetted by Museveni’s intelligence and she is set to be announced as a minister in the Ministry of Works and Transport to help the new government in executing sensitive multibillion development infrastructure projects including the construction of the East African gauge railway, revamping the bleeding Uganda Airlines, start the process of driving out communal taxes and bodabodas from Kampala city among others.
However, highly placed sources in the corridors of power have revealed to Ono Bwino that there are some people fighting to influence the President to change his mind on deploying Kagina to the Ministry of Works and Transport because they fear that that she will frustrate their juicy fraudulent dealings in the ministry.
“Do you remember when she suspended Dott-Services when they were working on Mbale-Tirinyi-Nakalama road. People were shocked because that company was untouchable, she even stopped many dealers connected to members of the Deep State from looting the country through juicy deals in UNRA,” a source said.
Her presence in government office scares many dealers and she was very instrumental in cleaning Uganda Revenue Authority (URA) and UNRA and the president was very calculative not to deploy her as the Executive Director Kampala Capital City Authority (KCCA) as a section of his people were advising him because he wanted to preserve her from the dirty politics at City Hall which was likely going to damage her public image.
Sources said that it is not going to be an easy task to compromise the President to change his mind on Kagina’s appointment because he learnt a lot when he was influenced to change his mind on appointing High Court judge Lydia Mugambe as the Inspector General of Government (IGG) and later established that some people who were advising him were misleading himbecause they had personal issues with Mugambe.
Ministry of Works and Transport is one of the juicy ministries with a heavy budget and it is the reason why public servants and fight tooth and nail to be deployed there.
Recently, Suzan Kataike the ministry’s principal communications officer compromised her transfer to the Ministry for East African Community Affairs.
