Veteran investigative journalist also international lobbyist Andrew Mwenda has revealed that the election of Norbert Mao the Democratic Party (DP) president general as Laroo-Pece Division Member of Parliament (MP) is likely to see him being appointed as either Vice President or Prime Minister in President Museveni’s coming government
Highly placed sources both in intelligence and in Deep State confirmed that chances are very minimal for Museveni to return both Robina Nabanja as the Prime Minister and Jessica Alupo as the Vice President in the coming government and the process to search for their replacements have kicked off.
During his campaigns, Mao revealed that it was President Museveni who directed him to contest for MP seat and he ordered Richard Todwong the National Resistance Movement (NRM) Secretary General to make sure that he win.

Ono Bwino has been told that after the death of Jocob Oulanyah the former Speaker of parliament, retired Chief Justice Owiny Dollo, Gen Salim Saleh the defector vice president according to Mwenda started compromising Mao to join Museveni government to replace Oulanyah
Mwenda revealed that every morning and evening, Museveni has to talk to Gen Salim Saleh before handling other issues even though when asked, they both denied talking to each other every day.
Being Gen Saleh advised Mao to join Museveni government because if he does, chances are high that he was going to eat big in the coming government.
Sources claim that the elders in Acholi are not interested in their son taking the position of the Vice President but they want him to reclaim Oulanyah’s speakership position to replace the current Speaker Annet Anita Among or her deputy Thomas Tayebwa
Ono Bwino understands from several sources that Museveni is likely to deploy his blue-eyed boy Kiryowa Kiwanuka in the Office of the Prime Minister to supervise ministers and other government officials.
This website has also established that even though Nabanja is Prime Minister, Museveni has been assigning Kiwanuka the sensitive issues especially those concerning foreign affairs. Days to elections, he sent him to Netherlands to engage officials of the International Criminal Court on a classified issue. He also executed sensitive assignments in Switzerland where he engaged officials sitting on the International Human Rights organizations.
He always travels with Ramathan Ggoobi the Ministry of Finance Permanent Secretary who is also the secretary to treasurer to United States of America to engage President Donald Trump’s men in government.
This website can exclusively report that after Mao’s victory, elders from Acholi have activated their plan to lobby and make sure that their son either becomes a speaker of parliament or deputy and they are very sure that with NRM and Museveni’s previous overwhelming support in Acholi, they will achieve their dream.
Ono Bwino understands that in 2023, after Mao’s appointment in the cabinet as the Minister of Justice and Constitutional Affairs, Among summoned him to her chambers at parliament and placed him on the wall to confirm whether he is going to contest against her or not.
While shedding tears, she wondered why Mao has accepted to be used by her enemies to fight her yet ahe takes him as her brother.
Sources added that even though Mao denied the ambitious claims, the forces behind him are very serious because they think that Among is no longer an asset to NRM in parliament because of the many enemies she has created around herself.
They gave an example of the statement she allegedly made against Baganda during the passing of the Uganda Coffee Authority bill; in Busoga, her battle with ministers Persis Namuganza and Rebecca Kadaga who accuse her of destabilising the party leadership in the region yet she is married to Moses Magogo a Musoga; In Lango, minister Betty Amongi and her husband Jimmy Akena are also not happy with her.
When Museveni was meeting all NRM candidates in Busoga sub region, he was not happy with Among wondering why Namuganza was not invited to that meeting.
The President disclosed that Namuganza was the one who asked him to organize that meeting. He warned that being ruthless in politics is bad adding that it is humility that has helped him to lead Uganda for more than forty years.
The sanctions the United States, United Kingdom, United Arab Emirates and their allies slapped on Among may also affect her especially when executing the official international duties since she is not allowed to enter those countries which may result into Uganda losing representation at such beneficial forums.
The allegations of being corrupt may also affect Among.
Mwenda warns that if she tries to frustrate Museveni’s plans, she will be arrested and criminally prosecuted so the only way to survive is to accept whatever he proposes for her in the next government.
Sources said that it was a politically calculated move for Museveni to allow Among to fight and defeat Kadaga on the position of the NRM second national chairperson in charge of women on Central Executive Committee (CEC) since there are plans that she will be sidelined in executing government work but left to carry out mobilization work for her party.
Sources added that if Museveni is convinced to retain Among, it will means that Tayebwa has to be deployed in another position because the president wants Mao in the first five positions of the government to represent the people of Acholi given that the Chief Justice Dollo has also retired.
“It will be difficult for Tayebwa to be a speaker of parliament with these calculations. This time chances are high that the vice president will come from either Buganda or Busoga,” a source said.
Sources close to Among told Ono Bwino online that the speaker knows very well the ongoing calculation and it is the reason why she fought to be announced unopposed in Bukedea district as their woman member of parliament and her husband Moses Magogo in Budiope East because she wanted her visibility in all presidential campaigns to give her bargaining power when the formation of the new government comes.
“My daughter be careful with those things of being unopposed, let people contest against you because what I know Museveni is not happy with those things,” a source quoted Nabbanja warning Among.
However, Among once boasted that she is going to retain her office until she finishes her ten year term. She insisted that that her successor will be Tayebwa.
