Anthony Asiimwe the Uganda Law Society vice president has written to the Supreme Court pleading with them to speedily deliver the judgement in which the Attorney General Kiryowa Kiwanuka is challenging the decision of the Constitutional Court which directed the immediate release of jailed Principal Accountant in the Prime Minister’s Office Geoffrey Kazinda.
According to Asiimwe’s letter, the Uganda Law Society is worried that once the Chief Justice Owiny Dollo who is on the panel of the Supreme Court Justice who heard the appeal retires in January 2026, it will take time to reconstitute a new panel to hear Kazinda’s case which will further prolong the release of the flamboyant public servant.
Kazinda’s legal troubles started in 2013 when he was convicted by the Anti-Corruption Division of the High Court on charges than included embezzlement and forgery which resulted in the government losing billions of monies. He was sentenced to eight years in prison.
Since then, the Inspector General of Government (IGG) has been slapping him with fresh criminal charges which they claim he committed when he was still working in the Prime Minister’s office.
However, the Constitutional Court declared these charges illegal and a violation of his rights
Even though Kazinda is very sure that with the Supreme Court decision in his favour, he will be released, State House sources insist that the man still has to face an uphill tusk because the President of the country is not on his side.
He said that months after his conviction, one of the world’s richest person and owner of the British football club Manchester City through a phone call personally contacted Museveni pleading with him to release Kazinda noting that he is a personal friend and not responsible to the crimes slapped on him
Even though this rich man assured the President that he is ready to invest billions of shillings in the country, the President told him that he needs time to study his request. The President argued that he was briefed by his security and intelligence that Kazinda is a very dangerous person to his government
“The president in his jovial mood told Kazinda’s friend that he was briefed that Kazinda had stolen billions of monies from his government and invested this money locally and internationally in countries like Dubai, United Kingdom, Kenya and South Africa. He added that if he is released at that time, he could use that money and his powerful contacts to influence and disorganise his government in an act of revenge,” a source said.
The source added that the President placed Kazinda in the category of people like Dr Aggrey Kiyingi who was very rich, internationally connected and ready to fund opposition forces in Uganda to overthrow his government.
Sources said that since 2013, security has been struggling with closing gaps allegedly built by Kazinda and other experts in the Ministry of Finance Planning and Economic Development to steal government money through corruption.
“Do you think that it was a mistake for the President to direct the arrest and charging of Ministry of Finance Planning and Economic Development officials! He was finalising the cleaning of the system and Ramathan Ggoobi the Ministry’s Permanent Secretary is the one supervising the entire process,” a source said
Apart from Museveni, this website understands that there are other powerful technocrats in public service who are scared of Kazinda’s release because they helped in sacrificing him so that they can survive prosecution.
