Ono Bwino can exclusively report that the top command at Luzira Upper Maximum-Security Prison issued a directive to all prison’s officers not to allow maverick serial litigant Male Mabrizi access opposition strongman Dr Kizza Besigye and his co-accused Hajji Obed Kamulegeya Lutale.
At their last appearance before the Criminal Division of the High Court, as presiding judge Emmanuel Baguma allowed lawyers and relatives to talk to Besigye and Lutale, a friendly prison’s officer told Mabirizi that the order was issued not to allow him access or talk to Besigye.
“Mabirizi, I beg you, please don’t access Besigye, I don’t want to create trouble here. I’m working on orders from my bosses, they will report me and I will be punished or lose my job,” a prison’s officer said.
Because they know each other, Mabirizi avoided trouble and just waved at Besigye. He vowed to raise the matter before the presiding judge on 27th November, 2025, a date scheduled for Bryan Mbazira the Officer in Charge Upper Prison to appear before the presiding judge and explain to the judge why he is stopping Besigye from privately discussing with his lawyers when they visit him in prison.
Besigye’s lawyers led by Kenyan International Marth Karua complained about the harsh environment they went through when they visit Besigye and Lutale revealing that even the relatives of the accused persons are not allowed to see them.
Besigye’s wife Winnie Byanyima claimed that Besigye is kept in an isolation cell where he is not allowed to talk to other inmates.
A story is even told of how at one time, a prison’s officer who was assigned to be with him when he is talking to his visitor wanted to excuse himself to the toilet while the visitor was still talking to Besigye, the officer decided to pull Besigye and he went with him to the toilet and after doing his toilet business, he returned with him so that he proceeds talking to his visitor.
However, sources in prison told this reporter that the reason why Besigye is not allowed to talk to Mabirizi is because Mabirizi spent more than a year in upper prison sleeping in a cell a few meters from where Besigye is sleeping.
“Mabirizi used to smuggle documents in and out prison, he was not allowed to talk to inmates like Besigye but he had prison’s officers who helped him to smuggle those documents, so the bosses don’t want Besigye to connive with Mabirizi using the same tricks,” a prison’s officer said.
He added that it is not only Besigye, Mabirizi is also not allowed to talk to inmates especially when they come to court.
They allege that Mabirizi is a very charismatic and dangerous person who cannot be allowed to engages inmates.
The development comes at a time when friends, relatives and lawyers are accusing President Museveni of persecuting Besigye and Lutale because of their political disagreements.
Besigye and Lutale were kidnapped from Nairobi Kenya in November 2024, brought to Kampala, charged before the Court martial and after they were transferred to civilian courts where they are facing charges related to plans of assassinating President Museveni, poisoning top government officials and trying to illegally overthrow Museveni’s government.
