In a letter dated 17th November, 2025 to Supreme Court Justices, Ayebale Tumwebaze the Supreme Court Registrar revealed that two Supreme Court appeal sessions flopped because of the absence of Justice Professor Lilian Tibatemwa-Ekirikubinza.
“The Hon Lady Justice Prof Lilian Tibatemwa-Ekirikubinza has asked me to notify that she is unable to take part in the two sessions scheduled for 20th and 21st of November 2025, having proceeded on her annual leave and having had personal matters that have prevented her participation during the set dates,” the letter sent to all Supreme Court justices reads in parts
According to the letter, Justice Tibatemwa who is the Supreme Court administrator responsible for forming the panels of justices who hear appeals and do any other work on behalf of the Chief Justice proposed that the affected cases be heard on 17th and 18th December 2025.
He regrated for the inconveniences caused by her absence.
Among the affected cases include an appeal filed by serial litigant Male Mabirizi against the Kabaka of Buganda Ronald Muwenda Mutebi challenging the way the Court of Appeal dismissed his case on technicality.
Mabirizi is seeking a Court declaration that Kabaka Mutebi is not the owner of the Kingdom land but just a trustee who is not supposed to force his subject to pay rent to him through Buganda Land Board for using the Kingdom land or lease it to them.
Other cases are Attorney General VS Henley Property Developers, Makubuya Enock William VS Umeme, Manna Harvesters International Limited VS Ssebowa and Family and a number of others.
