KCCA Council On Fire As Speaker Luyirika, Deputy Masaba Fight Over City Land Board Juicy Deals…

City lawyer Nasur Masaba who is also the Kampala Capital City Authority (KCCA) deputy speaker has protested the move by his boss Zahara Luyirika and other city councilors to reverse the earlier council decision of approving controversial city lawyer Joseph Anguria as the newly district land board chairperson plus other members.

City lawyer Nasur Masaba who is also the Kampala Capital City Authority (KCCA) deputy speaker has protested the move by his boss Zahara Luyirika and other city councilors to reverse the earlier council decision of approving controversial city lawyer Joseph Anguria as the newly district land board chairperson plus other members.

Last month, Luyirika summoned a council meeting to discuss a number of issues including the reversal of the resolution that approved Anguria and other members but Masaba put up a fight insisting that what was being done was violating the KCCA Act.

He explained to the council the KCCA Act as amended gives him powers as a deputy speaker to chair council meetings in the absence of his boss and whatever resolutions are passee are binding and the only way to challenge them was through a petition to court.

However, Luyirika stood her ground and insisted that the new members were approved without her knowledge adding that the day they were passed, she was with other National Unity Platform (NUP) leaders welcoming their presidential candidate Robert Kyagulanyi Ssentamu (Bobi Wine) who was campaigning in Makindye.

She secured a majority support and the decision was reversed as Masaba kept protesting and after stormed out of the meeting while assuring members that they have passed air and their decision will not binding.

“I’m a practicing lawyer, I know and understand the law, I have a name to protect. Nothing is going to change,” Masaba vowed.

This reporter understands that Luyirika and other councilors suspect that Masaba acted under the influence of the outgoing Lord Mayor Ssalongo Erias Lukwago who appointed the new board members who were to be approved very first before the 2026 general elections.

Sources divulged that Luyirika and NUP councilors wanted the newly elected Lord Mayor Ronald Balimwezo to appoint the new land board so that he does not work with people appointed by Lukwago.

Others said that Luyirika and other NUP councilors suspects that there were juicy deals exchanged during the approval of the new board members and they missed because they were not present, so they also wanted to be accommodated.

Anguria, a city lawyer has been deputizing fellow embattled lawyer David Balondemu who was convicted by the leadership code tribunal for violating the leadership code by not declaring his wealth in time and banned from holding any public office.

Sources said that Anguria has a lot of support from city landlords because he has been their lawyer for a long time and has helped them to handle issues related to land.

The Luyirika, Masaba fight comes at a time when NUP is still struggling to assure the public that their councilors were not behind the controversial multibillion deal of giving away Nakivubo drainage channel to city businessman Hamis Kiggundu.

This reporter understands that Masaba has been accusing Luyirika of frustrating his efforts to retain NUP ticket by funding his immediate opponent Julius Katongole who secured the party ticket.
