Denis Mudene Ngabirano the Chief Executive Officer of the National Lotteries and Gaming Regulation Board has summoned the Managing Director of Golden Tripod Uganda Limited a company operating a casino to answer the allegations of abduction and torture filed by their customer through his lawyers.

According to a letter dated July 23rd, 2025, the Managing Director is expected to appear before the board to defend himself against allegations on 29th of July 2025 in the presence of the complainant Wei Xiang.

“Under Section 4(m) of the Lotteries and Gaming Act, Cap 334, the Board is mandated to receive, investigate and arbitrate complaints relating to Lotteries, Gaming Betting and Cassino and take appropriate actions. The purpose of this letter is to notify you that you are required to file a response to the allegations by 25th July 2025 and invite you for a mediation meeting on 29th of July 2025,” Ngabirano’s letter read in parts.

The summons resulted from a complaint filed by Xiang lawyers of Kibazo Associated Advocates who claimed that their client on 15th of July 2025 lawfully participated in a gaming activity at Golden Tripod Casino and legitimately won Shs160,800,000m

However, upon claiming his winnings, he was only paid Shs20,800,000m and was informed by the Casino management to return the following day to collect the outstanding balance of Shs140,000,000m.

“Shockingly on 16th July 2025, when Wei Xiang returned to the Casino premises to receive his balance, he was abducted by members of the Casino management, unlawfully detained in a room within the facility, physically assaulted, tortured and deprived of his personal liberty,” the lawyers complaint reads in parts.

The lawyers further explained that their client was only saved by good Samaritans who notified the police at Kampala Central Police Station and they raided Grand Imperial Hotel which houses the Casino and rescued the complainant.

The lawyers insisted that the actions of the Casino management amount to gross violation of the law, breach of public trust, criminal conduct and blatant contravention of the Uganda Lotteries and Gaming Act

Shafic Ssemakula, a lawyer who is handling the matter disclosed that on the fateful day, he was appearing before Entebbe Chief Magistrate Court in the evening when he received a phone call from Xiang’s relative pleading for his help.

He explained that Xiang had been abducted at the Casino and was being tortured by the Casino management yet they had told him to go back and pick his balance.

He narrates how police officers at Kampala Central Police Station saved his client and together with him and other relatives found him detained in one of the rooms being tortured.

He added that the suspects found torturing Xiang were arrested but later released on the police bond.

However, when this website contacted a one Precious who is the Human Resource at the Casino, she confirmed the incident explaining that it happened when she was not at the office.

She however noted that management is trying all their best to solve the misunderstanding amicably.
