Chief Justice Owiny Dollo has declared readiness to be cross-examined by any star lawyers including those on the international level to defend himself against allegations placed on him resulting from the chaotic scene that happened when the Supreme Court was presiding over the presidential elections petition filed by National Unity Platform (NUP) president Robert Kyagulanyi Ssentamu (Bobi Wine) against the winner Yoweri Museveni.
The Chief Justice who is retiring in January 2026 made the statement while appearing to NBS TV’s People and Power show hosted by Samuel Kasumba.
Dollo noted that he had never experienced a situation in all his life in the judiciary like what he went through on that day.
He boasted that he will provide all the evidence proving himself against allegation before any Commission of inquiry appointed by the president to investigate the matter and advise him accordingly.
Because of that incident, Justice Dollo was internationally criticised for forcefully confiscating Justice Dr Esther Mayambala Kisakye’s files containing the rulings on the applications made in the said petition.
Justice Kisakye held a press conference at the Supreme Court and confirmed to the world that Justice Dollo confiscated her files because she declined to share her ruling with him including the one where she agreed with lawyer Male Mabirizi that Dollo was supposed to recuse himself from presiding over the matter since he was a personal lawyer to President Museveni.
Justice Dollo petitioned the Judicial Service Commission and Justice Kisakye was summoned to defend herself.
A recommendation was made by Justice Benjamin Kabito the former chairperson of the Judicial Service Commission to president Museveni to appoint a committee to inquire more into the allegations.
Museveni appointed the probe committee chaired by former Justices of the Supreme Court justice Galdino Okello and others; he tasked them to probe and establish whether Kisakye had a duty to adhere to the practice of sharing her rulings with other justices on the panel.
However, justice Kisakye protested the appointment of the probe committee and Judicial Service Commission report made against her through filing a Constitutional petition at the Constitutional Court which is still on hold.
