Fired Kampala Resident City Commissioner (RCC) Jane Asiimwe Muhindo

Exclusively speaking to this website, fired Kampala Resident City Commissioner (RCC) Jane Asiimwe Muhindo denied allegations of mismanaging funds released by State House to buy food and drinks for President Museveni’s supporters who attended his final rally at Kololo independence grounds after his Perish Development Modal (PDM) tour assessment in the city.

“It is not true, my office is not responsible for buying food and drinks, I am only responsible for security concerns in the city. Stealing money for buying food is an insult to me because I am not so cheap to that extent, those people telling you that just want to spoil my name,” Muhindo said.

She added that the problem is there are people who think that they have influence in Kampala who wanted her to work under them but she stood her ground to make sure that the interests of the President and the country are put first .

Early this week, Muhindo was dismissed and replaced with Hajji Lule Mawiya, a relative of Kampala Lord Mayor Ssalongo Erias Lukwago, a former Kalungu East Member of Parliament and Mubende district Resident District Commissioner (RDC).

Highly placed State House sources told this website that Muhindo was not shocked with her dismissal because she was directed to write a handover report which she handed over to his supervisor Hajji Yunus Kakande the Permanent Secretary in the Office of the President before the end of the weekend.

Sources claim that before Muhindo received the directives from her boss, she was first summoned at Kampala Central Police Station to record a statement on the allegation of mismanaging more than Shs180m budgeted for food and drinks at the president’s rally at Kololo independent ground.

Sources said that Muhindo being the head of the organizing committee was the one to supervise all the preparations and all the funds were released by Jane Barekye the State House controller but she was shocked by the events that took place on the D-day.

“Barekye was shocked when Kampala minister Hajjat Minsa Kabanda informed her that there was no food and drinks for the people. She immediately contacted Muhindo but her answers were not convincing and she decided to solve the matter with the minister very first before the president arrived,” a source said.

Barekye and the minister picked their personal money to cater for people’s eats and drinks because they were very scared that the people were going to report to the president that they are hungry although he had already directed that they should be given food and drinks.

After the event, Barekye summoned Muhindo and grilled her, she directed her to account for all the money she received as the chair of the organizing committee and the matter was urgently reported to Hajji Kakande and advised to get a report from Muhindo because the matter was turning criminal.

However, when contacted, Kampala Metropolitan spokesperson Afande Patrick Onyango said that he has not yet been briefed over the matter. He promised to get back to our reporter after consultation.

This website has further established that Muhindo is under probe by the State House Anti-Corruption Unit on the allegations of conniving with city businessman John Bosco Muwonge to demolish a mosque in Kisenyi Kampala city.

Owino market traders also dragged her to the Office of the president claiming that she is shielding their former leaders who are forcing them to pay a lot of money for electricity, a claim which was solved by the president through his directives on the market.

In 2024, Muhindo was transferred from Kasese to Kampala but her leadership style created hostility with her deputies especially Shafik Nsubuga the Kampala Central Deputy RCC who accused her of interfering with his duties especially concerning land and markets.

In the mini RDC, RCC reshuffle, Muhindo was placed on ‘Katebe’ and sources insist that she is very likely to be jailed.
