Captain Denis Oola who is facing treason charges with Dr Kizza Besigye and Hajji Obed Kamulegeya Lutale has put his new lawyer Denis Kisira to task to explain to him why his trusted lawyer Maj Nsubuga Busagwa was not available to defend him in the criminal trial he is battling with which could result into a death sentence.

It was after Maj Busagwa spoke to captain Oola and assured him that he is coming back to lead his legal team but for a meantime, he advised him to accept the services of Kisira .

To prove to his client that he is up to the task, counsel Kisira started with threatening to join senior counsel Marth Karua in forcing Justice Emmanuel Baguma of the Criminal Division of the High Court to recuse himself from their case after accusing him of bias and incompetence.

Counsel Kisira further asked the prosecutor to disclose to him all the evidence and exhibits the state is set to rely on during the trial so that he prepares the recusal application against justice Baguma.

Highly placed sources told this website that Maj Busagwa will be present in the next appearance because the training he is going through will be completed

We have established that last month, the Chief of Défense Forces (CDF) Gen Muhoozi Kainerugaba directed all lawyers working under the UPDF legal department to undertake a refresher course to understand the amended UPDF Act especially on how the court martial will work.

Sources said that lawyers will also familiarize themselves with electoral laws so that they can help in handling criminal cases resulting from electoral offences during the 2026 general elections

Concerning the ongoing training, sources divulged that it is being supervised by lawyers from the Attorney General’s chambers and from the Office of the Director of Public Prosecution (DPP)

Sources added that taking lawyers for refresher courses is one of the processes the army wants to undertake to properly execute the amended military law and very soon, the army council will recommend names of soldiers who will preside over different Court martial courts to Judicial Service Commission for guidance before they are approved by the President who is the Commander-in Chief.

The courts will be chaired by advocates who are at the level of the High Court judge and their decisions will not be final. Convicts will be given the opportunity to appeal in the Civilians courts starting with the Court of Appeal

Civilians found in possession of military store will also be charged before the court martial even though the amendments are being challenged before the Constitutional Court and in the Supreme Court.
