High Court judge Samuel Emokor has promised to deliver his ruling in an application filed by Attorney General Dr Sam Mayanja challenging the defamation suit filed against him by controversial city businessman Moses Kalungi

Through his lawyers from Kampala Associated Advocates (KAA) led by Bonny Kolokola Ntanda, Mayanja claims that Kalungi violated Court procedures on filing Court cases by not pay filing fees.

Court directed both parties to file their submissions and other documents promising to deliver the ruling on 25th September, 2026.

In the suit, Kalungi accuses Mayanja of making demeaning and defamatory statements undermining his integrity before well thinking members of the society when he declared him a land grabber, a fake businessman and a city fraudster.

Kalungi sued Mayanja in his personal capacity claiming that he committed the crimes against him when he was still a state minister for lands in president Museveni’s government.

He further claims that Mayanja incited tenants on his land at Busukuma division, Nansana Municipality in Wakiso district by telling them not to leave their pieces of land and to guard themselves strongly against his orders of leaving his land.

Mayanja made the remarks during a locus visit after Moses Jjemba the former deputy Resident District Commissioner (RDC) Wakiso district played for him an audio recording as Kalungi calling President Museveni a fake president.

“The RDC gave me the recordings as that fake tycoon calling himself Bill Gates. Really does he know Bill Gates! Anyway, he called President Museveni a fake president who can do nothing to him and if he wanted to give land to the people of Busukuma, let him take them to his Kisozi or Rwakitura farms. He even boasted that he was the one who bought fuel for me and I had no powers to summon him. We are going to prove to that fake Bill Gates that he is nothing. I was there on orders of the President, how can he declare us fake!” a furious Mayanja said then.

He explained that he visited the contested land after two boys from Busukuma stormed his office crying that Kalungi threatened to evict them from their land. They presented documents showing that more than five hundred homes were set to be evicted.

Mayanja further claimed that Kalungi compromised the area’s security including Busukuma police station Officer in Charge who was in his pocket and only followed his orders against the lawful tenants.

He said that Kalungi did a lot of impunity to the people on the land including demolishing their houses.

Kalungi a brother to another controversial businessman Godfrey Kirumira insisted that he legally owns the said land and has all documentations including land title and whatever steps he took, he followed Court orders issued by judicial officers.

The development comes at a time when Kalungi, a former Makindye Division mayor is under investigation by State House Anti-Corruption Unit and police’s Criminal Investigations Department (CID) on crimes related to grabbing late Dr Muhammad Buwule Kasasa.
