Ono Bwino can exclusively report that the former minister in charge of youths Ssalongo Ronald Kibuule and a section of National Resistance Movement (NRM) leaders are lobbying the Office of the President and other concerned government officials to drop and never assign Hajat Fatuma Ndisaba Nabittaka from holding the Office of the Resident District Commissioner (RDC) in any part of the country.

Kibuule and other leaders accuse Ndisaba of using her office as Mukono district security chairperson to frustrate their political plans of winning different political offices especially Member of Parliament position.

Sources have disclosed that the transfer of the district returning officer Mark Muganzi at the last hour of the 2026 general election and replacing him with Emily Amongin was part of the plan and the main target was for National Unity Platform (NUP) incumbent Abdallah Kiwanuka commonly known as Mulima Mayuni to be defeated by Kibuule in Mukono North in 2021.

Kiwanuka and other NUP candidates learnt about the plan but it was very difficult for them to frustrate it was it not for the help of the RDC who stood her ground at the last hour and directed the controversial returning officer to announce the winner without any intimidation.

Kibuule supporters claim that Ndisaba frustrated the plan because she wanted to have her revenge on Kibuule who also allegedly frustrated her win in 2021 by supporting opposition’s Betty Nambooze in Mukono Municipality because he was scared that Ndisaba’s win was going to cost him his ministerial job.

“It’s true, Kibuule publicly campaigned for Nambooze in 2021, asking people to vote for her claiming that she was his teacher and paid for his school fees, so he could not fight her. He used his influence then as a minister to make sure that Ndisaba is defeated, so she also got her revenge this time,” a Kibuule supporter said.

Ono Bwino has learnt that it was not only Ndisaba who frustrated Kibuule’s plan of winning but there are other characters in security circles who are friends to Kiwanuka since he previously served as a shadow internal affairs minister who influenced Ndisaba’s decision on standing her ground and making sure that the winner be declared.

“Look, Lukooya Mukoome was declared yet the same returning officer Amongin had already declared NUP’s Muyanja Ssenyonga. How comes that influence and power was not used on Kibuule! The man was betrayed,” Kibuule’s supporter added.

This website learnt that Ndisaba is on the mercy of Milly Babirye Babalanda the minister in charge of presidency who is her village mate in Kirowooza in Mukono Municipality because even her assistants and her office staff are not in good books accuses her of being arrogant, taking herself so special

Ndisaba denied the allegations that she sided with opposition and cost NRM a win in Mukono district explaining that her main role was to ensure security in the district and that is why he stood her ground to stop any act that could create violence or insecurity in her jurisdiction.

She advised those who think that she frustrated their political plans to file a complaint with her bosses and she will be available to defend herself.

As it was in 2021 parliamentary elections, even in the 2026 elections some lives were lost and some people were kidnapped in Mukono North including relatives of the incumbent Kiwanuka.
