City businessman Richard Kaliisa has been set free of criminal liability after the office of the Director of Public Prosecutions (DPP) withdrew fraud accusations against him.

City businessman Richard Kaliisa has been set free of criminal liability after the office of the Director of Public Prosecutions (DPP) withdrew fraud accusations against him.

The DPP today tendered the withdrawal notice before the Chief Magistrates Court at Buganda Road saying that the case be discontinued.

State Attorney, Amy Grace submitted the withdrawal form read by Chief Magistrate, Ronald Kayizi.

“This is to inform court that the Director of Public Prosecutions has decided to discontinue proceedings against Kaliisa Richard charged with obtaining money by false pretence C/S 285 of the Penal Code Act,” reads the DPP form signed by outgoing DPP Justice Jane Frances Abodo on August 21, 2025.

Chief Magistrate Kayizi added,  “The DPP has withdrawn this case. It is hereby dismissed and the accused (person) set free.”

On May 27, 2024, Kaliisa was charged with obtaining money by false pretence before Buganda Road Chief Magistrates’ Court, following a business dispute in which a one Yassah Matovu had alleged to have given Richard Kaliisa USD83,000 (about Shs300M) to import two high valued motor vehicles from Dubai.

Court documents show that the two Kaliisa and Matovu signed investment agreements in which they both put money together to purchase and import the said motor vehicles from Dubai, which they would in turn sell upon their arrival in Uganda, and share proceeds in reference to the amount each invested.

Prosecution had alleged that between July 13 and August 11 2023 at Rwenzori Court, Central Division in the Kampala District, with intent to defraud, Kaliisa obtained $83,000 from Yassah Matovu Seguya by falsely pretending that he was going to import for him Mercedes Benz  GLE Coupe 2021 model and a Range Rover from Dubai to Kampala whereas not.

Court records show that Kaliisa who initially denied any wrong doing complained to the DPP challenging the manner in which the matter was investigated by police and the criminalizing of a commercial dispute.

His complaint led to the withdrawal of the case.

In an interview, the jubilant Kaliisa said that justice has finally been served.

He said that the amount invested by Yassah (Matovu) was duly paid back to him. He wondered as to why he would deny ever receiving any money and falsely accuse him of having fraudulently obtained money from him.

Kaliisa commended the office of the DPP and the Court for exonerating him of any wrongdoing.
