Lukwago Resurrects MP Nsibambi’s Ghost At KCCA As Deputy Speaker Tayebwa, Wife, Kisaka Cited In Fraudulent City Land Deals…

Kampala Capital City Authority (KCCA) Lord Mayor Ssalongo Erias Lukwago has presented to KCCA Council a protest report on the resolution made by parliament allowing the authority to give away juicy pieces of land to different individuals including the deputy Speaker of parliament Thomas Tayebwa.

Lukwago insists that the entire process was fraudulent, noting that the former Kampala District Land Board and also the Mawokota South legislator Yusuf Nsibambi should be investigated because he is the architect of the fraud.

He explains that in 2012, Tayebwa together with his wife Anita Rukundo secured a 35 years lease on a piece of land along Nakivubo drainage channel from Kampala district land board but the lease was rejected by KCCA technical leadership on grounds that the piece of land allocated to them is a reserve for the drainage system in Kampala and it cannot be given to any developer.

He said that Tayebwa and wife protested the move and threatened to sue KCCA for rejecting the proof they gave them showing that they received the lease from Kampala land board.

Tayebwa noted that the only way they can let KCCA off the hook is if they are allocated another piece of land in Kampala city or if they return his money.

KCCA management fraudulently, under the influence of Nsibambi, whom Lukwago accused of being behind the fraud agreed to exchange the land with another plot in Kololo.

Lukwago also claims that the former KCCA Director Dr Dorothy Kisaka was among the KCCA bosses behind the move which was smuggled on the floor of parliament and approved by the entire parliament through the parliamentary committee on Physical Infrastructure.

Lukwago further challenges the process used by the parliamentary Committee on Physical Infrastructure noting that the number of members who signed the report approving the giving away of the land didn’t reach the required number.

He wants both Tayebwa, his wife and Nsibambi to be investigated or else he will take legal action against the Attorney General and the mentioned individuals noting that as the political head of KCCA, he cannot look on when public land is being taken fraudulently.

Lukwago’s new allegations against Nsibambi resurrect the troubles he left behind before joining elective politics including being accused of fraudulently selling public schools land, road reserves and drainage channels.

Justice Catherine Bamugemereire’s land probe recommended for his prosecution.

When appearing before the commission, Nsibambi admitted the legalities he committed.

He however defended himself that whatever he did was out of pressure from top government officials and powerful business people.

He added that he even over worked because he did not have enough staff given that his office under facilitated which forced him to use his money to run it.
