Leaders and residents of Nakawa Division in Kampala City have petitioned the office of the Prime Minister Robinah Nabbanja seeking her intervention to save billions of money they claim has been mismanaged by Division technical personnel led by Moses Sempa the Town Clerk.
In their petition, the residents led by Moses Kiconco a resident of Ntinda want Nabbanja to investigate allegations that Sempa connived with the Division coordinator for Emyooga Duncan Katabarwa to form fraudulent SACCOs where four groups of boda boda riders from the four Divisions of Nakawa, Kawempe, Lubaga and Central shared Shs30m each yet they are not residents nor operate businesses in Nakawa Division.
In his petition, Kiconco also accuses Sempa together with the Division physical planner of stopping him from constructing his building yet by the time they stopped him, he had already secured a plan and other required documents which authorised him to proceed with his project.
He alleges that the culprits asked for Shs50m from him which he claims was corruption noting that he has all the needed evidence to support his claim if needed by the government investigating agencies or Nabbanja herself.

“I’m not the only person who was asked to pay bribes to be allowed to build, we are many and ready to testify before the Prime Minister. There are those who have evidence of staff from the town clerk’s office collecting bribes from developers,” Kiconco claimed.
This investigative website has also established that recently, President Museveni’s government distributed tablets for Parish Development Model (PDM) data collection but in Nakawa Division, the responsible person who is the town clerk hasn’t given them out to Assistant ward administrators and parish PDM SACCO committees which is making their work very difficult.
Residents and leaders claim that the town clerk refused to distribute the tablets to Assistant Ward Administrators on account that the focal person cannot order him to distribute them because he is a junior to him.
