Ono Bwino can exclusively report that President Museveni who also doubles as the appointing authority has been warned on deploying defeated Mawokota South legislator Yusuf Nsibambi and former Kampala ministers in sensitive government offices.

The detailed warning was in a dossier in response to one of the briefings from one of the intelligence organizations made to the President after they had done background checks which the President is set to base on to name his new cabinet ministers and others government officials.

Highly placed State House sources told Ono Bwino that Museveni tasked the said intelligence organization to guide him on appointing Nsibambi as deputy Attorney General or a Minister for Justice and Constitutional Affairs.

After the 2026 general election, Nsibambi a former Makerere university law don together with other defeated opposition politicians through the currently embattled former Speaker of Parliament Annet Anita Among met President Museveni at State House and pleaded for his favour.

The President told them that the only favour he can give them is if they join his National Resistance Movement (NRM) government or form a SACCO as defeated opposition members so that he can give them money to sustain themselves.

Among advised Nsibambi to cross from Forum for Democratic Change (FDC) to NRM so that the deal may be sealed very first if he wants to be considered in the coming cabinet which he did.

He later held another meeting with the President where he gave several ideas on how the President can defeat National Unity Platform (NUP) strongman Robert Kyagulanyi Ssentamu (Bobi Wine).

His first assignment according to sources was to design the controversial Sovereignty Bill but its drafting embarrassed the Attorney General Kiryowa Kiwanuka and he was forced to make several changes in it at the last hour to fit the legal standard.

The President also publicly stated that he was not happy with the way the bill was drafted which affected Nsabambi’s chances of being deployed in the Attorney Generals Chambers given that the appointing authority is also not comfortable with leaving Jackson Kafuzi as the deputy Attorney General.

But Nsibambi denied any involvement in drafting the Sovereignty bill noting that he first learnt about it when the President summoned NRM MPs at Entebbe State House where he was invited as a special attendee.

In their report, sources said that intelligence told the President that Nsibambi left a dirty record in the Office of Kampala District Land Board (KDLB)where he was a chairperson.

Justice Catherine Bamugemereire’s land probe report, recommended that Nsibambi be criminally prosecuted for offences related to abuse of office, negligence which resulted to loss of public properties especially land while he was the KDLB chair.

He was accussed of Illegally allocating school land and public road reserves to city tycoons.

In defence, Nsibambi is quoted telling the Commission when he was testifying that he gave away public properties because he was under pressure and he also wanted to fit in the well-off society.

He told the Commission that he was ready to serve any punishment the commission would recommend to the appointing authority and admitted to committing some of the offences.
