Senior Commissioner of Prisons who is also the head of Corporate Affairs Frank Baine has exclusively confirmed to Ono Bwino that President Museveni plans to renew Dr Johnson Byabashaija’s contract as Prisons Commissioner General.

Recently, Ono Bwino reported that the appointing authority was looking Dr Byabashaija’s successor, however, highly placed State House sources said that the President was not convinced with the names of the people who his handlers recommended to him to be assigned with the supreme role of supervising prisons in the country.

Byabashaija’s contract is set to be renewed for one year as the President’s handlers proceed with the assignment of looking for a suitable replacement.

Ono Bwino understands that since 2020, Byabashaija, who is an uncle to President Museveni has been pleading with him to retire him so that he concentrates on his life and family but the President told him that he will retire him once he gets a suitable replacement.

Since 2005, Byabashaija has been the Commissioner General of Prisons and in 2020, President Museveni declined to take the advice of the former Speaker of parliament Rebecca Kadaga who chaired Parliament’s Appointments Committee to retire him after he took a decision on not approving his reappointment on grounds that he had reached the retirement age of 60 years.

The president insisted that the man should continue running the prison service on contract basis.

In 2024, he was added another contract which had expired this month.

Prisons being a home for highly skilled and ruthless criminals that were involved in terrorism, armed robberies, murder and very important politicians who need a lot of security for the good of the country, sources claim that Special Forces Command (SFC) took control of part of the security command especially at Luzira Upper maximum-security prison, Murchison Bay Wing prison, Kigo and Kitalya prisons.

Prison sources disclosed that Byabashaija who was sanctioned by United States, United Kingdom and European Union countries over human rights violations, is planning to spend his retirement time doing humanitarian work including serving in church and running his private businesses.

Last month Byabashaija was elected the head of laity for North Kigezi Diocese.

Byabashaija is one of the richest Prisons bosses in Africa even though part of his wealth was frozen and he was sanctioned by United States of America, Britain, Canada and some European countries over allegations of abusing his powers and participating in violating opposition members human rights.
