This investigative online publication can exclusively report that a number of news editors and managers in the country’s leading media houses and political allies to opposition strongman Dr Kizza Besigye have been placed on intelligence radar as fresh allegation against German diplomat unfold.
Weeks back, Ono Bwino saw an intelligence dossier pinning Tassilo von Droste a German diplomat working under Civil Society in Uganda Support Programme (CUSP) and one of the leading technical advisors to the German embassy in Uganda.
According to the dossier, Tassilo is accused of resurrecting the defunct contacts and channels of Democratic Governance Facility (DGF) which was banned in Uganda by President Museveni in 2021.
The President stated that he got information that DGF was facilitating revolts against his government.

Uganda’s operatives now allege that Tassilo wants to use DGF contacts and channels to facilitate political unrest in the country especially after the announcement of the 2026 presidential results.
When he was capaigning in Northern Uganda, Museveni touched on the issue noting that he was briefed about the entire move.
He warned that no one will be allowed to disorganise Uganda as it happened in other countries like Libya, Egypt and Tunisia
Operatives claim that Tassilo has been moving in the footsteps of DGF to the extent that his plans were to empower Civil Societies to fuel the fight against corruption and bad governance in the country.
According to operatives, Government agencies were also targeted in this alleged plan and because of the said threats, Joseph Muvawala the National Planning Authority (NPA) and Edward Akol the Auditor General cancelled the agreements they had signed with German’s GIZ which was going to run for two years and over Shs22bn was expected to be used in the fight against corruption and Uganda’s plans for development.
The German Development Cooperation (GIZ) chief in Uganda James Macbeth Forbes received both letters from Muvawala and Akol noting that they are not ready to proceed with the project after receiving a legal opinion concerning the signed agreement from the Attorney General Kiryowa Kiwanuka.
This website has established that both agreements were signed without the legal consultation of the Attorney General which placed Akol and Muvawala in danger.
President Museveni is convinced that Tassilo has bad motives against his government and has been in talks with his enemies.
According to the dossier, operatives claim that since Tassilo entered Uganda in 2023, he has been deepening his motive against Museveni government.
They allege that he was the one behind the 2024 walk to parliament protests when Ugandan youths were protesting the overwhelming corruption in parliament.
These operatives further accuse Tassilo of mobilizing editors of top media houses and managers to join him and there was a plan to sign an agreement with the editor’s guild on 1st November 2025.
“Tassilo is the one driving Konrad Adenauer’s interest in Uganda. This is a German foundation which was going to sign an agreement with the editor’s guild to roll out a bold insurance scheme to protect vulnerable journalists a head of elections,” an operative working on the Tassilo file told this website
Konrad Adenauer Foundation is currently operating in countries like South Sudan and Kenya and one of its commitments is to achieve and maintain peace, freedom and justice through political education.
They also support a number of university students internationally.
Operatives claim that the German foundation wants to use Ugandan media and Civil Societies to influence young people so that they start involving themselves in riots and demonstrations against the government like it has been in Kenya.
The development comes at a time when the whereabouts of Kenyan activists Bob Njagi and Nicholas Oyoo are still unknown. The duo had come to join opposition presidential candidate Robert Kyagulanyi Ssentamu’s political campaigns. Both the Kenyan and Ugandan governments have been silent for almost two months concerning the disappearance of these activist.
This website has established that intelligence is also following the ongoing talks between Dr Besigye’s political allies and their counterparts in Kenya under the facilitation and guidance of the international political influencers from German, United Kingdom and United States of America who want to fuel political change in Uganda.
Operatives claim that in the last meeting, Besigye’s team was represented by Kampala Lord Mayor Ssalongo Erias Lukwago and the discussion concentrated on Raila Odinga.
There was fear that that Raila’s announcement to contest against Ruto in 2027 was going to disorganise their efforts, but a few days later Odinga died.
It should be noted that in November 2024, Dr Besigye and his political assistant Obed Lutale Kamulegeya were kidnapped in Kenya by Ugandan security operatives, charged before military court in Uganda before they were transferred in the civilian court where they are facing charges related to planning to assassinate President Museveni, poison his top government officials and overthrow his government.
Besigye and his co-accused deny all the allegations in totality.
Since 2024, Gen Muhoozi Kainerugaba the Chief of Defence Forces (CDF) has been accusing Mathias Schauer the German ambassador in Uganda of undermining his father President Museveni and working with opposition to overthrow his government.
Since then, the German embassy declined to comment on the allegation even though president Museveni personally met Schauer at State House Entebbe.
Gen Muhoozi also through his alleged social media handle accused America ambassador in Uganda William Popp of undermining Museveni and working with the opposition.
Day later, Museveni also met Popp at State House and after also met Muhoozi at his Office in Kasenyi in Wakiso district.
