Frank Bulira Kabinga a former Personal Assistant to the celebrated fallen cardiologist and politician Dr Aggrey Kiyingi has narrated how on several occasions he survived being arrested by President Museveni’s security operatives commanded by former Inspector General of police Gen Edward Kale Kayihura.
In an exclusive interview with Ono Bwino, Bulira who is also contesting against President Museveni on the Revolutionary Peasants Party (RPP) revealed that the assassination of city lawyer Robina Kiyingi who was a wife to Dr Kiyingi was meant to frame the husband of being behind the murder which resulted into his arrested and imprisonment only to be saved by Court which exonerated him on the murder charges.
He adds that after the saga, Kiyingi’s political views changed.
He immediately declared a political war on Museveni and Bulira claims that because of his powerful international connection, Museveni through Kayihura started the initiative of arresting him so that he is charged with treason, murder and terrorism and a number of his friends in Uganda were imprisoned including Aisha Nakasibante who is currently contesting for the position of Mpigi district women Member of Parliament.

Because his life was in danger, Bulira who worked with Dr Kiyingi for fifteen years says the fallen cardiologist sought for help from United States of America government and it was very easy for him to get it since he was accredited as a personal medical doctor to most of the sitting and former presidents of America.
“ Dr Kiyingi was assigned highly trained operatives to take care of his security and was heavily monitored by American intelligence because he was an asset not only to America but to the world and they could not allow Museveni’s people to play with his life,” Bulira said
However, security sources in Uganda disclosed that when Gen Kayihura was still commanding police, Dr Kiyingi survived twice from being arrested in Kenya and South Africa when he was in these countries to meet his political contacts in Uganda especially those in the opposition.
Bulira confirmed that Kiyingi heavily invested in opposition politicians especially those from Baganda because he wanted political change in the country but all of them who received his money used it for their personal enrichment and leaked his plans to President Museveni.
“I remember, one opposition politician was given Shs5bn in 2015 to mobilize political opposition against Museveni in Buganda but he used the money to buy a huge piece of land along Mityana road, bought houses in Munyonyo and Bunga and married wives. Another one built a school in Mukono and also bought land but now they are duoing the public that they are fighting Museveni,” Bulira said
Bulira’s narrative was confirmed by our sources in security who revealed to Ono Bwino how former Speaker of parliament Rebecca Alitwala Kadaga saved former Makindye East legislator Ibrahim Kasozi from being arrested on Kayihura’s orders because of his political connection with Dr Kiyingi and it is alleged that when he met Museveni, to survive prosecution, he leaked every information to the big man
Bulira says that when Dr Kiyingi established that opposition politicians in Kampala had betrayed him, he started facilitating politicians in the neighbouring countries and two of them are currently presidents. He wanted to use them to overthrow Museveni’s government.
He added that it is not only politicians in Uganda who got rich because of Dr Kiyingi’s money, there are also security operatives who used to write fake intelligence reports to the president with scary content that Kiyingi had declared armed war against him and a number of his people in Uganda including himself Bulira were detained for months without being taken to courts of law
“ Because of that scare, Dr Kiyingi was guided not to visit some countries especially those under the control of Museveni’s friends. So he resorted to sending me to execute his plans and I also use that opportunity to build my connections internationally,” Bulira boasted.
He hinted on the allegations that Dr Kiyingi didn’t die a natural death in 2023 but was killed. He however declined to elaborate on his allegations.
On the issue of not campaigning for the office of the president, Bulira claims that Museveni frustrated his plans by freezing his bank accounts, confiscating his campaigning materials including cars and he is currently mobilizing for logistics to restart his political campaigns
He claims that some of the presidential candidates are fronted by Museveni and it is the reason why they are doing everything possible to prove their worth and are using state media to popularises them unlike him and opposition strongman Bobi Wine
“What I can assure everyone is that the ground is fertile and majority of Ugandans want change and that’s why Museveni is using those political elites to frustrate them but the seed which Dr Kizza Besigye and Dr Kiyingi planted will soon germinate anytime,” Bulira said.
